Others present for the meeting were:   Mike Peschka - Wilson Economic Development Corporation; Alan Rusch – Ellsworth County Independent/Reporter;  Theresa Staudinger – City Attorney; Ted Soukup – City Superintendent; Jonathan Lawrence – Police officer;  and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, April 1, 2019 at 7:00 p.m.

 

APPROVE AGENDA-
Lorie Taylor made a motion to approve the April 1, 2019 agenda.  Darcy Hubka-Vopat seconded the motion and it carried.

 

MINUTES-

Cindy Heinze made a motion to approve the March 18, 2019 Regular Meeting minutes.  Gary Everett seconded the motion and it carried.

 

REPORTS:

BILLS AND PAYROLL –

Gary Everett made a motion to approve the April 1, 2019 bills $15,856.23 and April 1, 2019 payroll $8,915.48. Cindy Heinze seconded the motion and it carried. 

 

DEPARTMENTS:

CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-

·        Exercised water valves (done annually)

·        Thanked Gary Everett and Larry Ptacek for helping the city crew place the egg under the City of Wilson electronic message board.

·        Bladed the sand at Riverview and 31st street.

·        City of Wilson baseball representative asked the City to grade/blade the ridge between the infield and outfield on the north field.  Concern is that if the City does that and it rains, the field will be too muddy to play on- best time would be after the season is over.  Cindy Heinze will review the request and get back with Ted on what to do.

·        The Council approved the ad for summer help.

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        Cindy Heinze made a motion to approve for Susan Kriley to attend the May 9, 2019 Budget Workshop in Hays.  Chuck Crawford seconded the motion and it carried.

·        With tax season, the auditors have not had time to confirm the financials from the 2018 audit yet.  2018 Final Financials and the 2019 Budget Report and Financial Report will be presented once received.

·        Letter received from Ellsworth County regarding violations with the Wilson recycling (trailers brought once per month).  This is Wilson’s first strike – three strikes are given and then the service will be terminated for three months.

·        Lang Memorial Library 2020 budget was submitted for information.

 

POLICE DEPT UPDATE WITH JONATHAN LAWRENCE-

·        Working two cases.

·        Had foot chase.

·        Working school zones and making a school presence.

 

MAYOR/COUNCIL-

Chuck Crawford corrected information presented at the March 18, 2019 Council meeting- the $500 sand order from Kenny’s Construction was for 80 yards of sand not 120 yards.  Chuck would like to get an estimate to replace the culvert at old Hwy 40 (27th) and Ave I.  Cindy informed Chuck that the Cemetery fence is complete and installation will be done by the Wilson Schools class.  Chuck informed the City Council that the housing application for the multi-housing units in Ellsworth County has been submitted and will hear something in April.

 

Gary Everett made a motion to accept Martin Prester as successfully completing his probation period with the Fire Dept.  Chuck Crawford seconded the motion and it carried.

 

EXECUTIVE SESSION-

Gary Everett made a motion to enter executive session for personnel matters on non-elected personnel to include the City Clerk and City Attorney for ten minutes at 7:14 p.m.  Chuck Crawford seconded the motion and it carried.

 

Cindy Heinze made a motion to return to open session at 7:24 p.m.  Darcy Hubka-Vopat seconded the motion and it carried.

 

POLICE CHIEF POSITION-

Chuck Crawford made a motion to hire Jonathan Lawrence as Police Chief for $15.15 per hour (43 hours work week), $.50 increase after the 60 day probation period, pending a driver’s license check.  Gary Everett seconded the motion and it carried.

 

The position includes single health & dental insurance and KPERS and will require residence in the City of Wilson within six months.

 

Jonathan Lawrence will let the Mayor and Council know if he accepts the position.

 

CITY ATTORNEY-

Theresa Staudinger reported that the statute looked at for the Transient Guest Tax Ordinance states that the Council may appoint a Tourism Committee if the Council chooses.  It must be a ten person committee including business owners that will be affected by the tax.

 

UNFINISHED BUSINESS:

TRANSIENT GUEST TAX ORDINANCE NO 849- DRAFT-

A draft Transient Guest Tax Ordinance was submitted for review.  A suggestion was made to increase the tax from .25% to 2%, include the bed and breakfast, and removes the requirement of the Tourism Committee.  The public is invited to express any thoughts on the ordinance. A decision will be made at the April 15, 2019 Council meeting.

 

DEPTS:

WATER LEAK ADJUSTMENT POLICY PROPOSAL-

Darcy Hubka-Vopat made a motion to accept the proposed Water Leak Adjustment Policy.  Lorie Taylor seconded the motion and it carried.

 

SEWER LAGOON ENGINEER AGREEMENT AND KDHE LETTER-

Cindy Heinze made a motion to accept the Engineer Agreement with Wilson & Company and the letter to be sent to KDHE. Lorie Taylor seconded the motion and it carried.

 

EMPLOYEE HANDBOOK SUGGESTED CHANGES-

The Employee Handbook committee (Chuck Crawford, Darcy Hubka-Vopat, and Gary Everett) are working on suggested changes to present to the Mayor and Council.

Lorie Taylor made a motion to return to open session at 7:53 p.m.  Cindy Heinze seconded the motion and it carried.

 

EXECUTIVE SESSION-

Gary Everett made a motion to enter executive session for personnel matters on non-elected personnel to include the City Attorney for ten minutes at 7:53 p.m.  Chuck Crawford seconded the motion and it carried.

 

Cindy Heinze made a motion to return to open session at 8:03 p.m.  Darcy Hubka-Vopat seconded the motion and it carried.

UNFINISHED BUSINESS:

INSURANCE RENEWAL-

Gary Everett made a motion to accept the Insurance Renewal for April 1, 2019- April 1, 2020 for $38,237.00 (April 1, 2018- April 1, 2019 was $34,653.00)- increase for 2019-2020 is 2% property valuation automatic increase, two building valuation increases (being protested), and work comp increase for salary & claims.  Cindy Heinze seconded the motion and it carried.

 

NEW BUSINESS:

REFUSE SERVICE WAIVER REQUEST 104 25TH JOHN HOCH-

Gary Everett made a motion to approve the refuse service waiver request for John Hoch’s rental at 104 25th (empty).  Darcy Hubka-Vopat seconded the motion and it carried.

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        Czech Festival Teaser was presented – Theme will be Family-Friends-Cheers and Grand Marshals will be John & Lynn Kasper.

·        The 2018 Water Consumer Confidence Report will be made available and announced on the May 10, 2019 City utility billing.  Copies will be available at City Hall and a link will be inserted on the City website.  It is required to be made available to the public by July 1st of each year by KDHE.

NON-ELECTED PERSONNEL- POLICE CHIEF POSITION-
Jonathan Lawrence did not accept the position.

 

Gary Everett made a motion to enter executive session for non-elected personnel – Police Chief position for 15 minutes at 2:01 p.m.  Lorie Taylor seconded the motion and it carried.

 

Gary Everett made a motion to return to open session at 2:16 p.m.   Cindy Heinze seconded the motion and it carried.

 

Gary Everett made a motion to enter executive session for non-elected personnel – Police Chief position for 10 minutes at 2:16 p.m.  Chuck Crawford seconded the motion and it carried.

CALL TO ORDER-
Mayor Larry Ptacek called the Special Meeting of the Wilson City Council to order on Thursday, April 4, 2019 at 2:00 p.m.

 

NON-ELECTED PERSONNEL- POLICE CHIEF POSITION-
Discussion took place regarding wage/salary.

 

Chuck Crawford made a motion to hire Jonathan Lawrence at a range from $35,225 to $36,400 to be left up to the Mayor for negotiation.  The motion died due to a lack of a second.

 

Gary Everett made a motion to hire Jonathan Lawrence for the Police Chief position at an annual salary of $36,400 for a 43-hour work week plus benefits pending a driver’s license check.  Lorie Taylor seconded the motion and it carried.

CALL TO ORDER-
Mayor Larry Ptacek called the Special Meeting of the Wilson City Council to order on Monday, April 8, 2019 at 1:36 p.m.

 

NON-ELECTED PERSONNEL- POLICE CHIEF POSITION-
Jonathan Lawrence did not take the position but will stay on as part time.

 

Gary Everett made a motion to hire Joshua Tipton for the Police Chief position at an annual salary of $36,400 for a 43-hour work week plus benefits pending a driver’s license check.  Cindy Heinze seconded the motion and it carried.

 

The Council agreed to allow Joshua Tipton to return home every other weekend until his family gets relocated which will be in June or July – with the stipulation that he will be in Wilson on Memorial weekend, Czech Festival weekend, and other weekends as the Council deems necessary.
