Others present for the meeting were:   Brad Schiermeyer – Wilson Communications;  Alan Rusch – Ellsworth County Independent/Reporter;  Theresa Staudinger – City Attorney;  Ted Soukup – City Superintendent;  and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, April 2, 2018 at 7:00 p.m.

 

APPROVE AGENDA-
Steve Claussen made a motion to approve the April 2, 2018 agenda.  Darcy Hubka-Vopat seconded the motion and it carried.

 

MINUTES-

Cindy Heinze made a motion to approve the March 19, 2018 regular meeting minutes.  Lorie Taylor seconded the motion and it carried.

 

REPORTS:

BILLS AND PAYROLL-

Gary Everett made a motion to approve the April 2, 2018 bills in the amount of $43,423.21 and April 2, 2018 payroll in the amount of $9,503.72.  Steve Claussen seconded the motion and it carried.   

 

DEPARTMENTS:

CITY SUPERINTENDENT WITH TED SOUKUP-

-          Two grave interments

-          Replaced bleacher boards at the south ballfield

-          Kenny’s Construction hauled chip and seal rock for the 2018 summer chip and seal project

-          Steve Claussen made a motion to approve the purchase from Rain-Drop for covers for omnipads and gaskets for approximately $410.00 on the city credit card.  Cindy Heinze seconded the motion and it carried.

 

 

CITY CLERK WITH SUSAN KRILEY-

-          KDOT Review will be Wed Apr 4th

-          Flyers and ads are complete for the Wilson Economic Development Corporation/ City(through grant) Community Clean Up – April 23-28 and May 7-12.

 

UNFINISHED BUSINESS:

FIREWALL PROPOSAL BY WILSON COMMUNICATIONS-BRAD SCHIERMEYER-

Brad Schiermeyer, Wilson Communications IT Manager, reported that the routers/firewall that the City have now provide residential level protection but he recommended upgrading to a business level protection - $220 per month for City and Police.  Gary Everett made a motion to approve the upgrade.  Steve Claussen seconded the motion and it carried.

 

7:11 p.m. Brad Schiermeyer left the meeting.

 

DEPARTMENTS:

COUNCIL-

Cindy Heinze requested to waive the alcohol restriction at Jellison Park on June 1 & 2, 2018 for a wedding (Kiley Morse & Jordan Heinze).  Lorie Taylor made a motion to approve the request.  Darcy Hubka-Vopat seconded the motion and it carried.

 

BOARD OF HEALTH- 2504 AVE E POST ROCK PICTURES, LTD – DANIEL ERDMAN -

In December 2017, the City Council had an ad placed in papers and on social media requesting interested and qualified limestone laborers to know the City by Jan 2, 2018 if they are interested in bidding on the repair work needed at 2504 Ave E if the property owner fails to make the repairs.  Two limestone laborers, John Pencost and Cassidy Smith, have expressed interest in the repair work once the City has set bid specifications.

 

BOARD OF HEALTH- 2409 AVE E POST ROCK PICTURES, LTD – DANIEL ERDMAN -

The Board of Health will issue a Board of Health report on the loose boards on the front of the building.

 

ASSISTANT SUPERINTENDENT POSITION-

Five applications were received.  Gary Everett made a motion to hire Jeremy Hubka with the 60 day probation period requirement.  Lorie Taylor seconded the motion and it carried 4 -0 with 1 abstaining.

 

SUMMER LABORER AND CEMETERY POSITIONS-

Steve Claussen made a motion to rehire Jan Shaw and Trey Fink for the summer laborer positions at $9.50 per hour.  Gary Everett seconded the motion and it carried.

 

Gary Everett made a motion to rehire Jim Soukup for the cemetery position at $12.50 per hour.  Cindy Heinze seconded the motion and it carried.

 

 

UNFINISHED BUSINESS:

HUNTER ESTATES-

A pre-closing meeting is set for Wednesday April 4, 2018 at 6:30 p.m. 

 

INSURANCE RENEWAL-

Gary Everett made a motion to renew the insurance through Ellco Insurance for $34,653.00 pending further review and consultation with Vicki at Ellco Insurance.  Lorie Taylor seconded the motion and it carried.
