Others present for the meeting were: Mike Peschka- Wilson Economic Development Corporation; Shawn Shipley Ellsworth County EMS/ EMT; Alan Rusch Ellsworth County Independent/Reporter; Bob Doepp Wilson Police Chief; Ted Soukup City Superintendent; and Susan Kriley City Clerk.
CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, August 20, 2018 at 7:00 p.m.
Cindy Heinze made a motion to approve the August 20, 2018 agenda. Darcy Hubka-Vopat seconded the motion and it carried.
Steve Claussen made a motion to approve the August 6, 2018 Regular Meeting and Budget Hearing minutes. Gary Everett seconded the motion and it carried.
WILSON ECONOMIC DEVELOPMENT CORPORATION -
Mike Peschka, Wilson Economic Development Corporation (WEDC) Treasurer, reported that the First Impressions Public Meeting is ready to be scheduled. The Council approved the Monday September 17, 2018 date with the time to be announced. Depending on time of First Impressions meeting, the City Council meeting time may be adjusted. Tabled until the next Council meeting. Mike also informed the Council that Stacie Schmidt, Executive Director with Smoky Hill Development Corporation (SHDC), has been working with them on a facebook page and helping them with marketing the Prairie Estates Hunter Estates. The Citys SHDC representative has not been able to make the SHDC monthly meeting. WEDC offered a representative if the one chosen by the City is unable to fulfill the obligations.
ELLSWORTH COUNTY EMS -
Shawn Shipley, Ellsworth County EMT, reported that Ellsworth is moving an ambulance back to Wilson. He requested a garage door opener be installed in the ambulance shed. Grants will be researched and Strobel Door & Repair will be contacted to provide a bid.
BILLS AND PAYROLL -
Gary Everett made a motion to approve the August 20, 2018 bills in the amount of $12,094.15 and the August 16, 2018 payroll in the amount of $9,135.51. Steve Claussen seconded the motion and it carried.
CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-
· Cleaning streets
· Streets chipped and sealed
· Will spray for mosquitos again
· Deep Creek Construction will fix Hunter Estates Prairie Estates fire hydrant leak (from accident Thurs Aug 9th)
· Spoke with Vern Krisher about trees blocking visibility at 29th and Ave G. He is medically restricted but Steve Claussen offered to help. The request to put in a stop sign at that intersection will be revisited later.
· The cemetery fence was supposed to have been repaired last week. Ted will call to inquire.
7:28 p.m. Ted Soukup left the meeting.
CITY CLERK UPDATE WITH SUSAN KRILEY-
· Provided copies of Ordinance No. 729 on inoperable vehicles for information.
POLICE CHIEF UPDATE WITH BOB DOEPP-
· Has been talking to property owners about the enforcement of the inoperable vehicles ordinance
Cindy Heinze indicated that there are a few dead trees at the Cemetery that need to be taken down before Memorial Day 2019. Cindy Heinze will get a price from Joe Soukup and Travis Weinhold and possible have a few done before winter and the rest in the spring.
Larry Ptacek reported that he will have the 7a-noon-6p whistle repaired soon.
Gary Everett reported that the Wilson Fire Dept needs to replace their laptop (several years old). Online price is $860 and Wilson Communications price is $1,094.77 (local).
7:33 p.m. Ted Soukup joined the meeting.
Gary Everett made a motion to purchase the laptop from Wilson Communications for $1,094.77. Cindy Heinze seconded the motion and it carried (4 in favor 0 opposed 1 abstained).
Gary Everett made a motion to place a 5 X 5 informational ad ($82.50) in the August 23, 2018 Ellsworth County Independent/ Reporter regarding the 2019 budget mail ballot and post the informational meeting date of Tuesday Sept 4, 2018 7 p.m. for questions. Lorie Taylor seconded the motion and it carried.
PART TIME OFFICE HELP AND ASSISTANT SUPERINTENDENT-
Gary Everett made a motion to authorize the Mayor, City Council President Cindy Heinze, and himself to make the preliminary decision on hiring for the two positions to help speed up filling the positions. Steve Claussen seconded the motion and it carried.
BOARD OF HEALTH-
2504 Ave E Post Rock Pictures, Ltd- Dan Erdman President Larry Ptacek reported that Roger Swart, engineer for Dan Erdman, will contact Dan Erdman to inquire about his intentions for coming back and mandatory repairs.
