Others present for the meeting were:   Alan Rusch (& Lexie Rusch) – Ellsworth County Independent/Reporter;  Residents- Melinda Merrill, Leland Francis, and Linda Bushnell; Theresa Staudinger – City Attorney;  Bob Doepp – Wilson Police Chief;  Ted Soukup – City Superintendent; and Susan Kriley – City Clerk.

 

2019 BUDGET HEARING:

2019 BUDGET HEARING-

Public comments-  Leland Francis commented that the need to raise the tax levy dollars for 2019 should not be considered an expense but an investment in the community.  Gary Everett made a motion to approve the 2019 Budget.  Steve Claussen seconded the motion and it carried.  Ballots will be mailed to registered voters on August 27th by the Ellsworth County Election Officer with the deadline to be returned to the county of September 15th.

 

CALL TO ORDER-
Council President Cindy Heinze called the Regular Meeting of the Wilson City Council to order on Monday, August 6, 2018 at 7:00 p.m.

 

APPROVE AGENDA-
Steve Claussen made a motion to approve the August 6, 2018 agenda.  Lorie Taylor seconded the motion and it carried.

 

MINUTES-

Steve Claussen made a motion to approve the July 16, 2018 Regular Meeting minutes.  Lorie Taylor seconded the motion and it carried.

 

REPORTS:

BILLS AND PAYROLL -

Gary Everett made a motion to approve the August 6, 2018 bills in the amount of $31,635.05 and the August 1, 2018 payroll in the amount of $12,887.69  Lorie Taylor seconded the motion and it carried.   

 

 

 

OPEN DISCUSSION:

STOP SIGN REQUEST -

Leland Francis requested a stop sign at the northwest corner of the 29th and Ave G intersection due to the blocked view and the number of children in that area.  Ted Soukup offered to talk to the landowner to cut back the trees for viewing.  Stop sign(s) will be tabled until the August 20, 2018 Council meeting.

 

PRIVATE PARKING PROBLEM -

Linda Bushnell commented that parents picking up kids from school have been parking on her son’s lot in the alley and she asked for recommendations to get this to stop.  Since it is a civil matter the City has no jurisdiction for this matter but suggested that she put up “Private Property- No Parking” signs and document if someone parks there for a civil matter.

 

DEPARTMENTS:

CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-

·        Set up and tore down from Czech Festival

·        Sprayed for mosquitos- he will spray again this week and order more spray

·        Chip and seal this week or next week

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        Held Czech Festival feedback meeting on Sunday Aug 5th

 

COUNCIL-

Cindy Heinze thanked Ted Soukup, city crew, and Czech Festival committee for a great job on Czech Festival.

 

POLICE CHIEF UPDATE WITH BOB DOEPP-

·        Presented July activities

·        Need to address traffic congestion for Czech Festival next year

 

COUNCIL-

Steve Claussen inquired about the status of having the trailer at 28th and Ave H removed (destroyed in fire in July 2017).  Bob Doepp will submit Board of Health report on it and speak to the property owner.

 

7:21 p.m. Melinda Merrill, Leland Francis, and Linda Bushnell left the meeting.

 

EXECUTIVE SESSION-

Gary Everett made a motion to enter executive session for 10 minutes at 7:21 p.m. for personnel matters for non-elected personnel to include Ted Soukup, Susan Kriley, and Theresa Staudinger.  Steve Claussen seconded the motion and it carried.

 

Lorie Taylor made a motion to extend the executive session for 2 minutes.  Gary Everett seconded he motion and it carried.

 

Gary Everett made a motion to return to open session at 7:33 p.m. Steve Claussen seconded the motion and it carried.

 

Gary Everett made a motion to terminate without cause Jeremy Hubka as of August 7, 2018.  Lorie Taylor seconded the motion and it carried (3 in favor; 0 against; 2 abstain).

 

The deadline for new applications to be received will be noon on Friday August 17, 2018.

 

UNFINISHED BUSINESS:

BURN PILE KEY RENTAL TO CONTRACTORS-

Tabled until a future meeting

 

CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-

·        Council approved to allow him to use Jim Soukup for mowing in town until a new Assistant Superintendent gets hired
