Others present for the meeting were: Daniel Erdman 2504 Ave E property owner; Roger Swart - Engineer; Theresa Staudinger City Attorney; Ted Soukup City Superintendent; Bob Doepp Wilson Police Chief; and Susan Kriley City Clerk.
CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, August 21, 2017 at 7:00 p.m.
Lorie Taylor made a motion to approve the August 21, 2017 agenda. Cindy Heinze seconded the motion and it carried.
Steve Claussen made a motion to approve the August 7, 2017 regular meeting and 2018 Budget Hearing minutes. Gary Everett seconded the motion and it carried.
BILLS AND PAYROLL-
Gary Everett made a motion to approve the August 21, 2017 bills in the amount of $76,566.75 and August 16, 2017 payroll in the amount of $9,924.61. Steve Claussen seconded the motion and it carried.
FINANCIAL REPORT- FOR JULY 2017; BUDGET REPORT AS OF JULY 31, 2017; INCOME RECEIVED REPORT FOR JULY 2017-

BOARD OF HEALTH- 2504 AVE E- OWNER PICTURE ROCKS LTD- DANIEL ERDMAN, PRESIDENT-
Daniel Erdman reported the guidelines (received by Roger Swart, engineer) he has for stabilizing the building at 2504 Ave E (reference in Board of Health records). He estimates that he will complete the steps by the end of December. He is applying for grant funds for assistance.
7:19 p.m. Roger Swart joined the meeting.
Roger Swart, engineer, indicated that the steps outlined will stabilize the building and reasonably assures that it wont collapse.
Gary Everett made a motion to request a monthly update from Daniel Erdman on the progress being made on the stabilization project. Cindy Heinze seconded the motion. Gary Everett amended his motion to include that the City of Wilson will not proceed with abating the nuisance given the previous information and progress is made. Cindy Heinze seconded the amendment. The motion passed.
7:29 p.m. Daniel Erdman left the meeting.
Roger Swart requested information regarding the placement of a sidewalk at Ave C and 24th.
CITY SUPERINTENDENT WITH TED SOUKUP-
- Fixed water leak at cemetery
- Replaced concrete around meter pit
- Striped crosswalks
- Hunter Estates- set second sewer manhole today
- Tye Soukup, Assistant City Superintendent, is now certified in water and wastewater. Ted requested a $.50 increase in hourly rate due to this accomplishment
7:38 p.m. Roger Swart left the meeting.
- Steve Claussen made a motion to give Tye Soukup a $.50 increase in hourly rate. Darcy Hubka-Vopat seconded the motion and it carried.
CITY CLERK WITH SUSAN KRILEY-
- According to the State of Kansas, the Transient Guest Tax (passed by ordinance at the Aug 7, 2017 Council meeting) will not be able to take effect until October 1, 2017
POLICE CHIEF WITH BOB DOEPP-
- No new information
Board of Health issues were discussed and the Council requested for North Central Regional Planning Commission attend a future Council meeting to discuss the Pilot Nuisance Program available.
County clean up grant is available to individual cities in the fall (similar to County grant received in spring).
Zach Falcon has been removed from the Wilson Fire Department Volunteer list because he moved out of the fire district.
HUNTER ESTATES DEVELOPMENT-
Hunter Estates development (infrastructure) Phase I Reported in Dept
REFUSE WAIVER FOR 425 28th-
Cindy Heinze made a motion to approve the refuse waiver for 425 28th empty house owned by Larry Marker and is currently for sale- to be reinstated if rented or sold. Lorie Taylor seconded the motion and it carried.
