Others present for the meeting were:   Chuck Crawford- resident; Alan Rusch– Ellsworth County Independent/Reporter; Theresa Staudinger – City Attorney;  Bob Doepp – Police Chief;  Ted Soukup – City Superintendent; and Susan Kriley – City Clerk.

 

CALL TO ORDER-
In the absence of the Mayor Larry Ptacek and Council President Cindy Heinze, Councilperson Gary Everett called the Regular Meeting of the Wilson City Council to order on Monday, December 17, 2018 at 7:00 p.m.

 

APPROVE AGENDA-
Lorie Taylor made a motion to approve the December 17, 2018 agenda.  Darcy Hubka-Vopat seconded the motion and it carried.

 

MINUTES-

Steve Claussen made a motion to approve the December 3, 2018 Regular Meeting minutes. Lorie Taylor seconded the motion and it carried.

 

OPEN DISCUSSION:

WILSON ECONOMIC DEVELOPMENT CORPORATION/ SMOKY HILL DEVELOPMENT CORPORATION -

Pete Ramsel introduced himself to the Council as the private developer that plans to build six houses in Wilson and 45 more throughout Ellsworth County.   The houses will be built in the Prairie Estates/ Hunter Estates.

 

7:11 p.m. Bob Doepp left the meeting.

 

Pete Ramsel is requesting a resolution of support for the project. 

 

7:16 p.m. Bob Doepp joined the meeting.

 

Steve Claussen made a motion to approve the Resolution 5-2018.  Darcy Hubka-Vopat seconded the motion and it carried.

 

 

 

LANG MEMORIAL LIBRARY -

Lang Memorial Library Board Member Chuck Crawford thanked the City crew and Police Chief for their quick response to the Library break in.

 

7:21 p.m. Stacie Schmidt and Pete Ramsel left the meeting.

 

REPORTS:

BILLS AND PAYROLL –

Gary Everett made a motion to approve the December 17, 2018 bills $5,612.11 and December 17, 2018 payroll $9,650.03. Lorie Taylor seconded the motion and it carried. 

 

FINANCIAL REPORT, BUDGET REPORT, AND INCOME RECEIVED REPORT

DEPARTMENTS:

CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-

·        One cemetery internment

·        Janda Repair built part to secure Library door

·        Installed battery maintainers for both KDOT Public Transportation vans

·        Darcy Hubka-Vopat made a motion to approve the purchase of the new unit and labor to repair the Telemetry system from Don’s Rewind for $933.  Lorie Taylor seconded the motion and it carried.

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        2018 audit is scheduled for January 23-25, 2019

·        A tree in the Veterans Park was designated the community Christmas tree for Dorothy Brokes to organize.  

 

POLICE CHIEF UPDATE WITH BOB DOEPP-

·        Few investigations pending

·        Will be off from Jan 4- Feb 4 for medical.  Steve Claussen made a motion to give the Mayor authority to increase Jonathan Lawrence’s allowed hours during the time off.  Darcy Hubka-Vopat seconded the motion and it carried.

 

COUNCIL-

Thanked Ellco Insurance and Peterson & Staudinger for the meat and cheese trays they provided.

 

Gary Everett made a motion to approve Martin Prester as a volunteer firefighter subject to the 90 day probation period.  Steve Claussen seconded the motion and it carried.

 

BOH -

2504 AVE E- OWNER PICTURE ROCK LLC- DANIEL ERDMAN-

No new information.

 

 

UNFINISHED BUSINESS:

2019 ANNUAL WAGE EVAULATION / COST OF LIVING RAISE -

Tabled until the January 7, 2019 Council meeting.

 

OPERA HOUSE UPDATE-

The Wilson Czech Opera House Corporation has been asked to attend a future meeting to report on the progress.

 

NEW BUSINESS:

2019 CEREAL MALT BEVERAGE APPLICATIONS-

Darcy Hubka-Vopat made a motion to approve the 2019 Cereal Malt Beverage Applications for Stop 2 Shop, American Legion, and Wilson Foods.  Lorie Taylor seconded the motion and it carried.

 

2019 RECREATION LICENSE APPLICATIONS-

Darcy Hubka-Vopat made a motion to approve the 2019 Recreation License Applications for Iron Lion and Stop 2 Shop.  Lorie Taylor seconded the motion and it carried.

 

UNION PACIFIC SUPPLEMENTAL LAND LEASE -

Darcy Hubka-Vopat made a motion to approve the Union Pacific Supplemental Land Lease with the City of Wilson updating the land that the City leases.  Steve Claussen seconded the motion and it carried.

 

2019 BLUE CROSS BLUE SHIELD RATES -

Gary Everett reported that BCBS re-evaluated the 2019 rates with the addition of Martin Prester on the plan and it was decreased to $494.52 for health and dental per employee per month (decreased from $619.69) and a different plan with a higher deductible would have a been a higher premium.  Steve Claussen made a motion to accept the 2019 BCBS rate.  Lorie Taylor seconded the motion and it carried.
