CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Tuesday, February 4, 2019 at 7:00 p.m.
Lorie Taylor made a motion to approve the February 4, 2019 agenda. Chuck Crawford seconded the motion and it carried.
Gary Everett made a motion to approve the January 22, 2019 Regular Meeting minutes, January 23, 2019 Special Meeting minutes, January 24, 2019 Special Meeting minutes with corrections. Darcy Hubka-Vopat seconded the motion and it carried.
BILLS AND PAYROLL –
Gary Everett made a motion to approve the February 4, 2019 bills $15,222.76 and February 1, 2019 payroll $9,843.21. Lorie Taylor seconded the motion and it carried.
CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-
· Read water meters on January 22, 2019 (later than usual due to snow cover)
· Two grave internments
· Took sewer sample to Salina
· Working on City Hall closet
POLICE DEPT UPDATE WITH JONATHAN LAWRENCE-
· Gary Everett made a motion to approve the purchase of a Trezor desktop computer $875 plus the $45 per month servicing/tech support. Chuck Crawford seconded the motion and it carried 4-0-1 abstain.
Mayor Larry Ptacek introduced making a monetary payment to Council if they are involved in working outside Council meeting times for personnel issues or needed to be at the Mayor/Attorney meeting (not their individual department issues). A decision was tabled until the next meeting.
Chuck Crawford reported that he attended the Jan 23, 2019 Smoky Hill Development Corporation meeting- topics were Wilson Foods and student surveys on whether or not they would return to Ellsworth County after graduation.
Chuck Crawford reported that a property owner along 31st has inquired about improvements to 31st from Ave D to Ave E. Chuck and Ted met with Chad, Circle C (chip and seal company). To chip and seal it would require curb and gutter. If that is too costly, the City may rip the street and add AB3 1 ½ rock to get a crown. More information to come at a later meeting. If the cedar trees are on city right of way along 31st on the south side, the city may remove them to help avoid water/ice/snow standing on road.
Gary Everett made a motion to appoint Cindy Heinze as Council President. Darcy Hubka-Vopat seconded the motion and it carried.
The Council will have to select an interview committee for the Police Chief position at the next meeting.

Mayor Larry Ptacek is making progress with communications.
2019 RAILROAD LEASE WITH EVA GRAUER TRUST AND BRAD & KATE SCHIERMEYER -
Gary Everett made a motion to bill Brad Schiermeyer (312 27th) $145 for 2019 and Eva Grauer Trust (507 27th) $100 for 2019. Chuck Crawford seconded the motion and it carried.
