Others present for the meeting were: Alan Rusch – Ellsworth County Independent/Reporter; Theresa Staudinger – City Attorney; Bob Doepp – Wilson Police Chief; Ted Soukup – City Superintendent; and Susan Kriley – City Clerk.
CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Tuesday, January 16, 2018 at 7:00 p.m.
Cindy Heinze made a motion to approve the January 16, 2018 agenda with updates. Darcy Hubka-Vopat seconded the motion and it carried.
Steve Claussen made a motion to approve the Jan 2, 2018 regular meeting. Gary Everett seconded the motion and it carried.
BILLS AND PAYROLL-
Gary Everett made a motion to approve the January 16, 2018 bills/encumbrances in the amount of $23,773.42 and January 16, 2018 payroll in the amount of $9,575.27. Cindy Heinze seconded the motion and it carried.
HUNTER ESTATES INVOICE-
Gary Everett made a motion to approve the Lochner invoice for $1,202.00 for construction engineer services. Lorie Taylor seconded the motion and it carried.
Gary Everett made a motion to cancel the 2014 Encumbrance for $1,128 for Sam Paull- survey due to being unsure if the survey of the southeast area is needed or already completed before 2014. Darcy Hubka-Vopat seconded the motion and it carried.
The 2017 Financial Report was presented.
OATH OF OFFICE-
City Clerk Susan Kriley administered the oath of office to Mayor Larry Ptacek and Councilpersons Gary Everett and Lorie Taylor in Wilson City Hall on Monday January 8, 2018.
Appointments made by Mayor Larry Ptacek: Mayor Larry Ptacek- Police; Cindy Heinze- Parks, Recreation, and Cemetery; Gary Everett – Finance and Fire; Darcy Hubka-Vopat- Water and Library; Steve Claussen- Streets; and Lorie Taylor- Sewer.
Gary Everett made a motion to appoint Cindy Heinze as Council President. Lorie Taylor seconded the motion and it carried.
CITY SUPERINTENDENT WITH TED SOUKUP-
- Took down Christmas lights
- Repair backhoe
- Fixed water leak
- Servicing equipment
- Exercising generators
CITY CLERK WITH SUSAN KRILEY-
- Gary Everett made a motion to approve the purchase of four boxes of self-addressed stamped envelopes with credit card for approximately $1,084.70. Steve Claussen seconded the motion and it carried.
- Sent out 2018 Wilson Firemen’s Banquet invitations – It will be held on Wed Feb 7, 2018 at Immanuel Lutheran Church basement.
POLICE CHIEF WITH BOB DOEPP-
- Repairs (under warranty) made on the 2015 Ford Explorer Police vehicle
- Gary Everett made a motion to approve Bob Doepp to attend Sheriff’s Conference in Emporia in April 2018 and to put the lodging on the City credit card (up to $275.00). Cindy Heinze seconded the motion and it carried.
Gary Everett made a motion to approve the 2017 Financial Report (unaudited) to be published. Darcy Hubka-Vopat seconded the motion and it carried.
Darcy Hubka-Vopat - received suggested additions to the website and will be meeting with the Library regarding their 2019 budget.
POLICE CHIEF WITH BOB DOEPP-
Bob Doepp indicated that people needing to contact the Wilson Police Dept have been contacting Jonathan Lawrence personally instead of the proper channels by calling the police line (658-2444)—except emergencies should be 911. Susan will add information to the city’s website to help with notification.
SMOKY HILL DEVELOPMENT CORPORATION-
Stacie Schmidt, Smoky Hill Development Corporation Executive Director, will attend the Feb 5, 2018 Council meeting.
REFUSE WAIVER REQUEST-
Cindy Heinze made a motion to approve the refuse waiver request for Michael Vague at 2315 Ave C. Darcy Hubka-Vopat seconded the motion and it carried.
BOARD OF HEALTH- 2504 AVE E POST ROCK PICTURES, LTD – DANIEL ERDMAN -
Notification to the owner for the hazards on the front of the building is pending the Board of Health report. Bid specifications will need to be constructed for the repairs needed to the back of the building and roof.
SMOKY HILL CHARITABLE FOUNDATION-
Grant application period is now open through March 15, 2018 for the spring grants.
