CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Tuesday, January 2, 2018 at 7:00 p.m.
Lorie Taylor made a motion to approve the January 2, 2018 agenda with updates. Cindy Heinze seconded the motion and it carried.
Cindy Heinze made a motion to approve the December 18, 2017 regular meeting. Gary Everett seconded the motion and it carried.
Gary Everett made a motion to approve the Mayor appoints as follows: City Bank - Wilson State Bank; City Attorney Theresa Staudinger with Peterson & Staudinger, LLC; City Newspaper - Ellsworth County Independent / Reporter; Municipal Judge - Darrell Thrasher; Municipal Court Clerk - Susan Kriley; City Clerk / Treasurer Susan Kriley; Police Chief Robert Doepp; Board of Health volunteers: Tony Brokes, Robert Doepp, , E. David Sells, and two vacancies; Tree Board - Matt Beckman, Eldon Whitmer, Warren Bushnell, and two vacancies; Emergency Preparedness Committee Chairperson- Jeanne Heki, members Rev. Ron Lowry, Sheron Lowry, Debbie Whitmer, Terry Whitmer, Mayor Larry Ptacek, Police Chief Bob Doepp, and Fire Chief Larry Langerman; Wilson Forever Fund Advisory Committee city representative Brad Schiermeyer, Smoky Hill Development Corporation city representative Brad Schiermeyer; Mileage Rate of $.45 per mile; and Storm Spotters- Larry Langerman, Travis Cullens, Richard Lantz, Rev Ronald Lowry, Nick Nelson, Keith Roush, Bill Siefers Jr., Joe Soukup, and Jared Steinle. Steve Claussen seconded the motion and it carried.
The Mayor and City Council recognized Ted Soukup for his 25 years of service to the City of Wilson. He was given a certificate and a $100 gift card.
BILLS AND PAYROLL-
Gary Everett made a motion to approve the January 2, 2018 bills/encumbrances in the amount of $15,421.35 and January 2, 2018 payroll/encumbrances in the amount of $10,530.11. Cindy Heinze seconded the motion and it carried.
Gary Everett made a motion to approve the following transfers: 4th Quarter 2017 from Water to Water Repair $9,063.96; from Water to Capital Improvement $6,042.64; Sewer to Capital Improvement $0; from Sewer to Sewer Reserve $8,136.16; from Water to General $3,843.00 and end of year transfers from General to Municipal Equipment Replacement $34,000.00; from General to Fire Equipment Replacement $22,000.00; from General to Capital Improvement $5,000.00; Special Rural Fire to Fire Equipment Replacement $5,000; and from Special Rural Fire to General $2,300.00. All transfers are subject to budget and cash in fund availability. Lorie Taylor seconded the motion and it carried.
The December 2017 Income Received Report was presented.
CITY SUPERINTENDENT WITH TED SOUKUP-
- Put in street sweepings over old Cemetery sidewalk
- Salted Ave E and intersections during little snow on Christmas Eve Day
- Working on equipment
CITY CLERK WITH SUSAN KRILEY-
- Working on closing out 2017 and beginning 2018
- Starting working with audit for 2017 audit
POLICE CHIEF WITH BOB DOEPP-
- Will present Dec 2017 and year end 2017 activity log at the next meeting
FIRE DEPT- Gary Everett made a motion to approve Zach Barta as a volunteer firefighter subject to the 90 day probation period. Cindy Heinze seconded the motion and it carried.
Theresa Staudinger informed the Council that Peterson & Kasper LLC have changed names effective January 1, 2018 to Peterson & Staudinger, LLC.
NEWLY ELECTED (RE-ELECTED) MAYOR AND COUNCIL TERMS-
The newly re-elected Mayor and Council (Larry Ptacek, Gary Everett, and Lorie Taylor) are to be sworn in on the second Monday of January. It will not be done at an official Council meeting.
BOARD OF HEALTH- 2504 AVE E POST ROCK PICTURES, LTD DANIEL ERDMAN -
The City received a report that a piece of the front peak appeared loose. Bob Doepp called Dan Erdman immediately to let him know and suggested that his local engineer keep communicating with the City regarding the building. Gary Everett made a motion to proceed with the Board of Health procedure to send the property owner a letter once an official report is submitted by the Board of Health to the Wilson City Hall. Lorie Taylor seconded the motion and it carried.
In December 2017, the City Council had an ad placed in papers and on social media requesting interested and qualified limestone laborers to know the City by Jan 2, 2018 if they are interested in bidding on the repair work needed at 2504 Ave E if the property owner fails to make the repairs. Two limestone laborers, John Pencost and Cassidy Smith, have expressed interest in the repair work once the City has set bid specifications.
RESOLUTION 1-2018 2018 GAAP WAIVER-
Cindy Heinze made a motion to approve Resolution 1-2018 for the annual GAAP waiver for 2018. Gary Everett seconded the motion and it carried.
