Others present for the meeting were:   Jeff Keith – resident; Theresa Staudinger – City Attorney;  Ted Soukup – City Superintendent; Bob Doepp – Police Chief;  and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Tuesday, January 22, 2019 at 7:00 p.m.

 

APPROVE AGENDA-
Lorie Taylor made a motion to approve the January 22, 2019 agenda.  Cindy Heinze seconded the motion and it carried.

 

MINUTES-

Cindy Heinze made a motion to approve the January 7, 2019 Regular Meeting minutes. Darcy Hubka-Vopat seconded the motion and it carried.

 

WELCOME-

Mayor Larry Ptacek welcomed newly elected Chuck Crawford on the Council.

 

APPOINTMENTS-

Gary Everett made a motion to approve the Mayor appointment of Chuck Crawford as the Smoky Hill Development Corporation city representative.  Cindy Heinze seconded the motion and it carried.

 

REPORTS:

BILLS AND PAYROLL –

Gary Everett made a motion to approve the January 22, 2019 bills $11,224.93 and January 16, 2019 payroll $10,161.50. Lorie Taylor seconded the motion and it carried. 

 

OPEN DISCUSSION:

RESIDENT INQUIRY -

Jeff Keith, resident, requested guidance about a state statute.  In addition, he indicated that he may have someone that is willing to serve on the volunteer board – Board of Health.  He will present a name to the city or Mayor when he has it confirmed for the city’s consideration.

DEPARTMENTS:

CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-

·        Rodded out sewer main

·        Fixed a water leak on the city side at Jim Ehrlich’s resident

·        Hired Kenny’s Construction to assist with the last snow removal

·        Cindy Heinze made a motion to approve the purchase of 15-40 oil – 55 gallon drum for $750.65 (pre approved by Mayor Larry Ptacek due to immediate need).  Chuck Crawford seconded the motion and it carried.

·        Council approved for Ted to get chip and seal prices

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        Auditors will be here to do the inhouse portion of the FY 2018 audit

·        Cindy Heinze made a motion to approve Susan to attend the Spring CCMFOA Conference March 13-15, 2019 and use credit card for lodging.  Lorie Taylor seconded the motion and it carried.

 

POLICE CHIEF UPDATE WITH BOB DOEPP-

·        Gary Everett made a motion to approve Bob to attend the Sheriff’s annual training April 2-4, 2019 and to use the credit card for lodging.

·        Will have surgery on Friday Jan 25th and be off approximately four weeks.  Jonathan will fill in more hours for whatever is approved by the Mayor.

 

COUNCIL-

LANG MEMORIAL LIBRARY -

Darcy Hubka-Vopat informed the Mayor and Council about the new Library electronic application.   Chuck Crawford inquired about the requested two-four hours of city labor (Ted and Marty), city backhoe, and post hole auger use for the foundation for the outdoor electronic sign that the Library purchased (through a grant).  The Council approved upon Ted’s agreement.

 

NEW COUNCIL: 

OATH OF OFFICE-

City Clerk Susan Kriley administered the oath of office to Councilpersons Chuck Crawford, Cindy Heinze, and Darcy Hubka-Vopat in Wilson City Hall on Monday January 14, 2019.

 

COUNCIL DEPARTMENTS-

Appointments made by Mayor Larry Ptacek:  Mayor Larry Ptacek- Police; Cindy Heinze- Parks, Recreation, and Cemetery; Gary Everett – Finance and Fire;  Darcy Hubka-Vopat- Water and Library; Chuck Crawford- Streets; and Lorie Taylor-  Sewer.

Mayor Larry Ptacek is making progress with communications.

 

 

EMPLOYEE HANDBOOK –

Gary Everett made a motion to amend the “Smoking” section in the Employee Handbook.  Cindy Heinze seconded the motion and it carried.

 

UNFINISHED BUSINESS:

2019 RAILROAD LEASE WITH EVA GRAUER TRUST AND BRAD & KATE SCHIERMEYER -

Tabled until a future meeting.

CALL TO ORDER-
Mayor Larry Ptacek called the Special Meeting of the Wilson City Council to order on Wednesday, January 23, 2019 at 6:00 p.m.

 

EXECUTIVE SESSION:

Gary Everett made a motion to enter executive session for non-elected personnel for 20 minutes at 6:00 p.m.  Cindy Heinze seconded the motion and it carried.

 

Cindy Heinze made a motion to return to open session at 6:20 p.m.  Lorie Taylor seconded the motion and it carried.

 

Gary Everett made a motion to terminate employment for Bob Doepp as Police Chief.  Chuck Crawford seconded the motion and it carried.

CALL TO ORDER-
Mayor Larry Ptacek called the Special Meeting of the Wilson City Council to order on Thursday, January 24, 2019 at 5:00 p.m.

 

Gary Everett made a motion to accept the retirement for Bob Doepp, Police Chief, effective February 20, 2019.  From Friday, January 25, 2019 to Tuesday, February 19, 2019 Bob will use sick time during his surgery recovery with remaining vacation time and 1/8 sick time paid after retirement.  Darcy Hubka-Vopat seconded the motion and it carried.
