CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, July 1, 2019 at 7:00 p.m.
Lorie Taylor made a motion to approve the July 1, 2019 agenda. Chuck Crawford seconded the motion and it carried.
Chuck Crawford made a motion to approve the June 17, 2019, 2019 Regular Meeting minutes. Lorie Taylor seconded the motion and it carried.
BILLS and PAYROLL
Gary Everett made a motion to approve the July 1, 2019 bills for $40,513.00 and July 1, 2019 Payroll $12,785.38. Darcy Hubka-Vopat seconded the motion and it carried.
CITY CLERK UPDATE WITH SUSAN KRILEY-

CITY POLICE CHIEF UPDATE WITH JOSH TIPTON-

· 4th of July and Czech Festival police planning
· Enterpol- scheduling available and can be reviewed by Mayor
· Getting bids on tires to present at next Council meeting
· Will start working with Board of Health
Darcy Hubka-Vopat reported that the Lang Memorial Library Board thanked the City Superintendent Ted Soukup and the City Assistant Superintendent Marty Prester for the interior work they did at the library.
Chuck Crawford reported that he attended the June 26, 2019 Smoky Hill Development Corporation meeting, Carl Miller, Ellsworth County Appraiser, was the speaker talking about potential county wide zoning. Other items discussed- county housing, eCommunity funds, Home Ownership program- financial assistance, Leadership Class, and intern position working on county wide signage plan.
7:19 p.m. Theresa Staudinger joined the meeting.
TRANSIENT GUEST TAX ORDINANCE NO 849- DRAFT-
Preliminary Council consensus is to set the guest tax at 3% and update the KSA that defines what businesses will contribute. A new draft of Ordinance No. 849 will be presented at the July 15, 2019 Council meeting for approval.
WILSON CHAMBER OF COMMERCE-
Jerry Florian, Chamber President, reported that Main Street Kansas will be in Wilson on July 23, 2019 filming and wanted to invite the Mayor and Council (as well as Czech Festival, Wilson Economic Development Corp, and other businesses) to be included.
POLICE CHIEF PROBATION PERIOD-
Gary Everett made a motion to accept Josh Tipton as successfully completing his probation period. Chuck Crawford seconded the motion and it carried.
BOARD OF HEALTH APPOINTMENTS-
Lorie Taylor made a motion to accept the Mayors appointments to the Board of Health of Randi Stoppel and Tammy Pellant. Darcy Hubka-Vopat seconded the motion and it carried. Other Board of Health members are Police Chief Josh Tipton, Dr. David Sells, and Tony Brokes.
TREES ON SOUTH SIDE OF STREET ALONG 31ST BETWEEN AVE D AND AVE E-
Work on the trimming has been completed. It was recommended we observe over the winter to determine if the problem has been taken care of or not but City Superintendent Ted Soukup was not available to discuss the issue.
CZECH FESTIVAL DONATION-
Gary Everett made a motion to approve the annual $3,300 donation to the Czech Festival. Lorie Taylor seconded the motion and it carried.
