CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, July 15, 2019 at 7:00 p.m.
Darcy Hubka-Vopat made a motion to approve the July 15, 2019 agenda. Lorie Taylor seconded the motion and it carried.
Darcy Hubka-Vopat made a motion to approve the July 1, 2019, 2019 Regular Meeting minutes with correction. Chuck Crawford seconded the motion and it carried.
Gary Everett made a motion to approve the July 15, 2019 bills for $24,685.56. Chuck Crawford seconded the motion and it carried.
Gary Everett made a motion to approve the 2nd Quarter transfers 2019 from Water to Water Repair $6,846.65; from Water to Capital Improvement $4,564.43; Sewer to Capital Improvement $3,475.27; from Sewer to Sewer Reserve $7,143.62; from Water to General $3,843.00. Cindy Heinze seconded the motion and it carried.
SMOKY HILL DEVELOPMENT CORPORATION
Stacie Schmidt, Smoky Hill Development Corporation Executive Director, presented the 2019 bi-annual review. Stacie reported that they are still advocating for housing in Wilson.
CITY CLERK UPDATE WITH SUSAN KRILEY-

CITY POLICE CHIEF UPDATE WITH JOSH TIPTON-
· Presented tire prices – and will check with Ellsworth per Chuck’s request
7:21 p.m. Shawn Shipley left the meeting.
Cindy Heinze presented a request by Megan Zelenka to use the ballfield for Slosh Ball. Gary Everett made a motion to approve the request by Megan Zelenka to rent the ballfield on Saturday August 10, 2019 for $75 and to waive the alcohol prohibited. Chuck Crawford seconded the motion and it carried. Cindy Heinze also reported that the summer baseball teams Coach Pitch and Midgets took 1st place in the tournament and was undefeated in the season.
Chuck Crawford reported that the culvert box at Ave I and 27th street (old Hwy 40) needs to be removed and replaced. He received an approximate estimate from Kyler’s for the work for $3,500. A decision was tabled.
WILSON ECONOMIC DEVELOPMENT CORPORATION-
Mike Peschka, WEDC President, presented the Council with a financial report and requested the annual $4,300 stipend. Chuck Crawford made a motion to approve the $4,300 stipend request. Gary Everett seconded the motion and it carried.
TRANSIENT GUEST TAX ORDINANCE NO 849-
Gary Everett made a motion to approve Ordinance No. 849 setting the transient guest tax at 3% and removing the requirement to have a Transient Guest Tax Committee. Cindy Heinze seconded the motion and it carried. Gary Everett made a motion to ask Wilson Economic Development Corporation to gather potential names for a Transient Guest Tax Committee following the KSA guidelines. The Committee would provide recommendations to the City for projects/ spending. Chuck Crawford seconded the motion and it carried.
