Others present for the meeting were:   Alan Rush Ellsworth County Independent/Reporter; Theresa Staudinger City Attorney;  Ted Soukup City Superintendent;  Bob Doepp Police Chief; and Susan Kriley City Clerk.

 

CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, May 1, 2017 at 7:00 p.m.

 

APPROVE AGENDA-
Lorie Taylor made a motion to approve the May 1, 2017 agenda.  Cindy Heinze seconded the motion and it carried.

 

MINUTES-

Steve Claussen made a motion to approve the April 17, 2017 Regular Meeting minutes.  Lorie Taylor seconded the motion and it carried.

 

REPORTS:

BILLS & PAYROLL -

Gary Everett made a motion to approve the May 1, 2017 bills in the amount of $36,608.15 and May 1, 2017 payroll in the amount of $9,354.84.  Cindy Heinze seconded the motion and it carried.

 

INCOME RECEIVED REPORT, BUDGET REPORT, FINANCIAL REPORT-

The Income Received Report-April 2017, Financial Report- April 2017, and the Budget Report- as of April 30, 2017 were presented for review.

 

DEPTS:

CITY SUPERINTENDENT UPDATE BY TED SOUKUP

        Removed old dangerous playground equipment from Jellison Park

        Replaced water meter pit at old station northeast corner of 27th and Ave D

        Sweeping streets

        Mowing

 

 

CITY CLERK UPDATE BY SUSAN KRILEY

        Two properties reported to be cleaned up at the March-April Council meetings have been cleaned up.

        Presented service fee schedule for review

        KDOT meeting- Bus grant awards for FY 2018 will be announced within next few weeks

        Cindy Heinze made a motion to set the wage at $8.50 per hour for the part time office help.  Steve Claussen seconded the motion and it carried.  Susan Kriley, Larry Ptacek, Darcy Hubka-Vopat, and Lorie Taylor will conduct the interviews.

 

POLICE CHIEF UPDATE BY BOB DOEPP

        April activities given

 

COUNCIL/DEPTS-

Mowing letters need to be sent to 3006 Ave F and 2204 Ave G

Cindy Heinze made a motion to allow the Czech Festival Committee to operate the summer baseball concession stand with the City purchasing the supplies.  Lorie Taylor seconded the motion and it carried.

Cindy Heinze reported that Wilson State Bank gave $200 for new baseball shirts.  Their name will be placed on the shirt for sponsorship.

Gary Everett made a motion to approve Mike Peschka as a Wilson Fire Dept Reserve.  Cindy Heinze seconded the motion and it carried.

 

UNFINISHED BUSINESS:

HUNTER ESTATES DEVELOPMENT-

Hunter Estates development (infrastructure) Phase I Gary Everett made a motion to approve the Lochner construction contract (engineer contract to oversee the construction phase) for $4,750.00.  Cindy Heinze seconded the motion and it carried.  A  pre-construction meeting was held on Monday, April 24, 2017 with the project to begin on June 5, 2017.

 

COUNCIL/DEPTS-

Darcy Hubka-Vopat made a motion to approve the following Lang Memorial Library Officers and Board Members-  President Margaret Stadelman, Vice-President Phillip Mieszala, Secretary Lois Francis, Treasurer Chuck Crawford, and Board Members- Donna Curtis, Lucille Janda, & Cathy Reeder.  Lorie Taylor seconded the motion and it carried.

Susan will check with Sylvan, Holyrood, and Belleville regarding the playground features they installed before writing the playground grant.  In addition, a park sign will be included in the grant.

 

UNFINISHED BUSINESS:

2018 BUDGET PREPARATION-

Financial information for the 2018 Budget was presented at the April 17, 2017 Council meeting.  Budget tips and forms should be available this week for preparation.

 

NEW BUSINESS:

BUILDING PERMIT-

Cindy Heinze made a motion to approve the building permit for Dennis Bryan- fence.  Lorie Taylor seconded the motion and it carried.
