Others present for the meeting were:   Mike Peschka, Chuck Crawford, & David Criswell – Wilson Economic Development Corporation; Stacie Schmidt – Smoky Hill Development Corporation;  Alan Rusch– Ellsworth County Independent/Reporter;  Theresa Staudinger – City Attorney;  Bob Doepp – Police Chief;  and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, November 19, 2018 at 7:00 p.m.

 

APPROVE AGENDA-
Steve Claussen made a motion to approve the November 19, 2018 agenda.  Gary Everett seconded the motion and it carried.

 

MINUTES-

Cindy Heinze made a motion to approve the November 5, 2018 Regular Meeting minutes. Darcy Hubka-Vopat seconded the motion and it carried.

 

REPORTS:

BILLS AND PAYROLL –

Gary Everett made a motion to approve the November 19, 2018 bills $9,527.00 and November 16, 2018 payroll $8,931.75. Cindy Heinze seconded the motion and it carried. 

 

OPEN DISCUSSION:

SMOKY HILL DEVELOPMENT CORPORATION-

Stacie Schmidt, Smoky Hill Development Corporation Executive Director, presented an Ellsworth County Relocation Guide that SHDC and the Ellsworth Area Chamber of Commerce developed.

 

WILSON ECONOMIC DEVELOPMENT CORPORATION/SMOKY HILL DEVELOPMENT CORPORATION-

David Criswell, WEDC President; Mike Peschka, Treasurer; and Stacie Schmidt, SHDC Executive Director presented information regarding a private developer’s interest in building 20 housing units throughout Ellsworth County.    The developer will be applying for Tax Credits grants.  The developer will be in Ellsworth County on December 3, 2018 to look at possible lots.  WEDC would like assistance from the City to help identify lots.  The housing units will be three bedroom rentals and will rent for $600 per month.  Potential renters must qualify as a moderate income renter.

 

WILSON ECONOMIC DEVELOPMENT CORPORATION -

Chuck Crawford, WEDC member, indicated that the WEDC would like the Mayor and Council to consider the City taking over the mowing and maintenance of the Wilson Disc Golf Course.  WEDC spent $1,480 of the $4,300 that the City gives them annually on mowing and maintenance in 2018.   The options WEDC presented 1. City mow and maintain; 2. WEDC deed the property over to the City; or 3. WEDC abandons the disc golf course and return it to farm ground.  WEDC did not have usage numbers available.  The City will review the request and consult with the City Superintendent.

 

DEPARTMENTS:

CITY SUPERINTENDENT UPDATE PER TED SOUKUP VIA SUSAN KRILEY-

·        Fixed water leak on a service line

·        Salted streets on Veterans’ Day

·        Worked on alleys

Cindy Heinze made a motion to approve Martin Prester as successfully completing the probation period and to receive the agreed upon $.50 raise under Ted Soukup’s recommendation.  Steve Claussen seconded the motion and it carried.

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        The City received the Midwest Energy grant for $1,000 for the automatic garage door opener for the Ambulance Shed.

·        Wilson will be on the Bike Across Kansas route for June 2019.  Melinda Merrill and Annamarie Henderson have agreed to co-coordinate the event.

·        Wilson Communications were  in City Hall to fix computer problems.

 

COUNCIL-

Steve Claussen was asked by a resident if the City was going to organize a Community Christmas Tree.  The City Council declined due to lack of personnel availability, location, tree, etc.

 

Gary Everett made a motion to approve the 2018 Audit proposal from Gudenkauf & Malone for $6,900.  Cindy Heinze seconded the motion and it carried.

 

Cindy Heinze made a motion to approve of Cathy Smith successfully completing her probation period.  Gary Everett seconded the motion and it carried.

 

Gary Everett made a motion to change the Monday December 3, 2018 Council meeting time to 6:00 p.m. (due to a conflict).  Darcy Hubka-Vopat seconded the motion and it carried.

 

POLICE CHIEF UPDATE WITH BOB DOEPP-

·        No new information to present

 

BOH -

No new information

 

NEW BUSINESS:

2019 BURN PILE ATTENDANT CONTRACT -

Donald Anschutz had been notified of the need to renew the Burn Pile Attendant contract for 2019 and he has no suggested changes.  Gary Everett made a motion to renew the Burn Pile Attendant Contract for 2019 for Donald Anschutz.  Darcy Hubka-Vopat seconded the motion and it carried.

 

OPERA HOUSE UPDATE-

The Wilson Czech Opera House Corporation has been asked to attend a future meeting to report on the progress.

 

RED FLAG POLICY-

Cindy Heinze made a motion to approve the Nov 2017- Oct 2018 Red Flag Policy Annual Report.  Lorie Taylor seconded the motion and it carried.

 

2019 ANNUAL WAGE EVAULATION / COST OF LIVING RAISE -

Tabled until the next meeting.
