Others present for the meeting were:   Mike Peschka- Wilson Economic Development Corporation;  Malcolm Shaw, Heather Claussen, Charles Crawford – residents;  Stacie Schmidt – Smoky Hill Development Corporation;  Linda Mowery-Denning– Ellsworth County Independent/Reporter;  Bob Doepp – Police Chief;  Theresa Staudinger – City Attorney;  Ted Soukup – City Superintendent; and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, September 17, 2018 at 6:00 p.m.

 

APPROVE AGENDA-
Lorie Taylor made a motion to approve the September 17, 2018 agenda.  Gary Everett seconded the motion and it carried.

 

MINUTES-

Steve Claussen made a motion to approve the September 4, 2018 Regular Meeting amended.  Lorie Taylor seconded the motion and it carried.

 

REPORTS:

BILLS AND PAYROLL –

Gary Everett made a motion to approve the September 17, 2018 bills in the amount of $8,306.93 and the September 17, 2018 payroll in the amount of $8,750.05.  Cindy Heinze seconded the motion and it carried.  

 

OPEN DISCUSSION:

SMOKY HILL DEVELOPMENT CORPORATION (SHDC) UPDATE-

Stacie Schmidt, SHDC Executive Director, indicated that she would help recruit someone to fill the City represented spot on SHDC if the Council wants her to – upon the resignation of Brad Schiermeyer.  The Council will discuss it at a future Council meeting and let her know.

 

WILSON ECONOMIC DEVELOPMENT CORPORATION -

Mike Peschka, Wilson Economic Development Corporation (WEDC) Treasurer, inquired about the Transient Guest Tax Ordinance that went into effect November 1, 2017 establishing a transient guest tax of .25%.  He noted it was set at .25% with the state range being 2%-9%.  The Council indicated that  it was just a start and something to build on.

 

DEPARTMENTS:

CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-

·        Mowing

·        Spraying for mosquitoes

·        Wed Sept 19 and Thurs Sept 20 will be at wastewater and water class

·        Picked up the cemetery fence (done by Tripp Fencing)- Kriley Construction is checking their schedule to see if they will be able to install it.

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        Working with Brad Schiermeyer on the website

·        Working with Stacie Schmidt, SHDC, on the Wilson information to be included in the Ellsworth County Relocation Packet

 

POLICE CHIEF UPDATE WITH BOB DOEPP-

·        Working on inoperable vehicle ordinance enforcement

 

COUNCIL-

Steve Claussen reported that he will not be able to help trim the trees back at 29th & Ave G.  Ted Soukup will inform Vern Krisher, property owner, that the City will trim them back (on city right of way).

 

Gary Everett reported that the budget ballot question passed – 117 yes and 57 no (unofficial results).

 

UNFINISHED BUSINESS:

BURN PILE KEY RENTAL TO CONTRACTORS-

No new information.
