CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Tuesday, September 3, 2019 at 7:00 p.m.
Cindy Heinze made a motion to approve the September 3, 2019 agenda. Lorie Taylor seconded the motion and it carried.
Chuck Crawford made a motion to approve the August 19, 2019 Regular Meeting minutes with change. Gary Everett seconded the motion and it carried.
BILLS AND PAYROLL–
Gary Everett made a motion to approve the September 3, 2019 bills for $11,520.90 and September 3, 2019 payroll for $13,700.77. Chuck Crawford seconded the motion and it carried.
HOUSING DEVELOPMENT PROJECT PROPOSAL-
Melinda Merrill and JR Robl approached the Council about their housing development project proposal through the Kansas Housing Resource Corporation Moderate Income Housing Program (deadline Sept 30, 2019). A resolution and agreement will need to be approved at the Sept 16, 2019 Council meeting once reviewed by the City Attorney Theresa Staudinger. There is no money from the City being requested but if awarded, the money would flow through the City. Ownership of the houses would be Melinda Merrill- Czech Apartments.
7:20 p.m. Melinda Merrill and JR Robl left the meeting.
TRANSIENT GUEST TAX COMMITTEE-
As requested by Mayor and Council, Wilson Economic Development Corporation presented a list of businesses / representatives to serve on the Transient Guest Tax Committee. Gary Everett made a motion to approve the presented list: Midland Railroad Hotel- Melinda Merrill, Simple Haven Bed & Breakfast- Susan Curtiss, CVX L&C LLC– Eric Werner, Wilson Economic Development Corporation- Allison Ford (chairperson), Kansas Originals Marked- Marge Lawson, Wilson Foods- Rick Weigel, Wilson Czech Opera House Corporation- Stacie Schmidt, Wilson Chamber of Commerce- (representative to be appointed), Stop to Shop- Bubba Mikulecky, and Grandma’s Soda Shop- Jerry Florian. Chuck Crawford seconded the motion and it carried. Committee member terms will be presented to the Council at a future meeting.
CITY SUPERINTENDENT UPDATE WITH MARTY PRESTER-
· Mowing and picking up limbs
· Thanked the Mayor and Council for hiring Steve Ford to help with the mowing and weedeating
CITY CLERK UPDATE WITH SUSAN KRILEY-
· Will attend the Wed Sept 25th Census meeting in Ellsworth
CITY POLICE CHIEF UPDATE WITH JOSH TIPTON-
· Will present Aug 2019 report at next meeting
· Thanked Fire Dept for assistance on medical calls
Chuck Crawford reported that he attended the latest Smoky Hill Economic Development meeting- topic items- Sept 25 Census Meeting, county wide signage, rental list, and down payment assistance grant. Chuck Crawford made a motion to crown, rip, regrade, & compact 31st street from Ave D to Ave E – Kenny’s Construction gave an approximate price of $6,707. Chuck Crawford amended his motion to go out for bids on the mentioned work with the money to come out of Capital Improvement fund. Motion died due to lack of second.
Darcy Hubka-Vopat feels like the Egg Park needs trash cans. She will research a possible spring grant to cover the cost.
Chuck Crawford made a motion to approve the Mayor’s hire of Steve Ford at $9.00 per hour for temporary part time help. Gary Everett seconded the motion and it carried.
Gary Everett made a motion to approve the hire of Wes Buehler at $15.00 per hour as a consultant as needed to help Marty Prester. Cindy Heinze seconded the motion and it carried.
CATHOLIC CEMETERY INTERMENT-
Mike Peschka informed the Council that Sonny Bohnen is handling the Catholic Cemetery interments.
Lorie Taylor added to the sewer rate information presented at the August 19, 2019 Council meeting. By raising the flat rate users from $15 to $24 per month and major users from $4.00 per 1,000 gallons of water used to $5.00 per 1,000 gallons of water used, the City sewer income would increase to approximately $44,064. The final loan payment for the Sewer Lagoon System payable to KDHE will be made in Sept 2023. State average is $24.00 per month. Lorie Taylor made a motion to raise the sewer rates to flat rate $24.00 per month and major users $5.00 per 1,000 gallons of water used to be effective with the November 10, 2019 billing due. Gary Everett seconded the motion and it carried. An ordinance will be drafted for approval at the September 16, 2019 Council meeting. A letter will be sent with the October 10, 2019 billing due to explain the need for the increase.
ASSISTANT SUPERINTENDENT POSITION-
Lorie Taylor, Larry Ptacek, and Cindy Heinze (Interview Committee) held interviews for all six applicants received. Cindy Heinze made a motion to hire Don Browning as Assistant Superintendent for $15.00; $.50 increase after successfully completing his 60 day probation period; and $.50 increase after obtaining the water and wastewater certification. Gary Everett seconded the motion and it carried.
Gary Everett made a motion to approve Sheldon Frederking as a volunteer firefighter for the Wilson Fire Department subject to the 90 day probation period. Darcy Hubka-Vopat seconded the motion and it carried.
Gary Everett made a motion to allow alcohol at Jellison Park on Sat Sept 21, 2019 for the Wilson Fire Department barbeque. Chuck Crawford seconded the motion and it carried.
CEREAL MALT BEVERAGE APPLICATION-
Cindy Heinze made a motion to approve the Czech Festival Committee’s Cereal Malt Beverage Application for Sat October 12, 2019. Darcy Hubka-Vopat seconded the motion and it carried.
RESOLUTION 4-2019 SETTING DATE WHEN OFFICIALS TAKE OFFICE-
Cindy Heinze made a motion to approve Resolution 4-2019 which sets the date that the Mayor and/or Council take office after November elections. Gary Everett seconded the motion and it carried.
