Others present for the meeting were:   Mike Peschka- Wilson Economic Development Corporation;  Charles Crawford – Lang Memorial Library Treasurer;  Alan Rusch– Ellsworth County Independent/Reporter;  Ted Soukup – City Superintendent; and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Tuesday, September 4, 2018 at 7:00 p.m.

 

APPROVE AGENDA-
Lorie Taylor made a motion to approve the September 4, 2018 agenda.  Darcy Hubka-Vopat seconded the motion and it carried.

 

MINUTES-

Gary Everett made a motion to approve the August 20, 2018 Regular Meeting amended.  Lorie Taylor seconded the motion and it carried.

  

OPEN DISCUSSION:

2019 BUDGET – BALLOT QUESTIONS -

Chuck Crawford, Lang Memorial Library Treasurer, inquired about the Library 2019 contractual amount proposed being $353 short of what was requested by the Lang Memorial Library.  Gary Everett indicated that the Council is proposing an increase from 2018 of $1200 (from $15,600 to $16,800) if it is passed through the mail ballot election.  If the 2019 budget is not passed through the mail ballot election, then the City will have to readopt a decreased budget which will result in reduced expenditures in the General Fund and Library Fund.

 

WILSON ECONOMIC DEVELOPMENT CORPORATION -

Mike Peschka, Wilson Economic Development Corporation (WEDC) Treasurer, reported that the First Impressions Public Meeting is scheduled for Monday, September 17, 2018 at 7:00 p.m. at Wilson City Hall. 

 

 

 

 

 

REPORTS:

BILLS AND PAYROLL –

Gary Everett made a motion to approve the September 4, 2018 bills in the amount of $68,798.37 and the September 4, 2018 payroll in the amount of $9,958.45.  Steve Claussen seconded the motion and it carried.   

 

DEPARTMENTS:

CITY SUPERINTENDENT UPDATE WITH TED SOUKUP-

·        Mowing

·        Gary Everett sprayed for mosquitoes

·        Contacted company constructing the Cemetery fence and it should be done this week

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        No new information

 

COUNCIL-

Steve Claussen reported that he still plans to help Vern Krisher trim the trees back at 29th & Ave G.

 

SMOKY HILL DEVELOPMENT CORPORATION CITY REPRESENTATIVE-

Gary Everett made a motion to accept the resignation of the Smoky Hill Development Corporation city representative Brad Schiermeyer.  Darcy Hubka-Vopat seconded the motion and it carried.   A new city representative will be approved at a future Council meeting.

 

UNFINISHED BUSINESS:

MON SEPT 17, 2018 COUNCIL MEETING TIME CHANGE-

Darcy Hubka-Vopat made a motion to change the Monday September 17, 2018 Council meeting time to 6:00 p.m. (due to First Impressions meeting at 7:00 p.m.).  Lorie Taylor seconded the motion and it carried.

 

NEW BUSINESS:

REFUSE WAIVER 606 28th CHARLES & DIANE CRAWFORD-

Lorie Taylor made a motion to waive the refuse at 606 28th.  Steve Claussen seconded the motion and it carried.

 

DEPARTMENTS:

PART TIME OFFICE HELP AND ASSISTANT SUPERINTENDENT-

Gary Everett made a motion to approve Cathy Smith as the part time office help.  Lorie Taylor seconded the motion and it carried.  Gary Everett made a motion to approve Marty Prester as the Assistant Superintendent.  Darcy Hubka-Vopat seconded the motion and it carried.  Both are subject to the 60 day probation period.
