CALL
TO ORDER-

Mayor Larry Ptacek called the Regular Meeting of the Wilson City
Council to order on Monday, December 2, 2019 at 7:00 p.m.

APPROVE AGENDA-

Lorie Taylor made a motion to approve the December 2, 2019
agenda. Chuck Crawford seconded the motion and it carried.

MINUTES-

Darcy Hubka-Vopat made a motion to
approve the November 18, 2019 Regular Meeting minutes. Cindy Heinze seconded
the motion and it carried.

 

REPORTS:

BILLS AND PAYROLL–

Gary Everett made a motion to approve the
December 2, 2019 bills for $11,511.16 and December 2, 2019 payroll for
$9,954.35. Chuck Crawford seconded the motion and it carried.

 

OPEN DISCUSSION:

WILSON COMMUNITY FOUNDATION, INC.–

Gary Everett, WCF Inc Treasurer, reported
that they would like to donate the mini-eggs and directional signs to the City
of Wilson. Insurance was quoted at $154 annually. Chuck Crawford made a motion
to take ownership of the mini-eggs and directional signs. Cindy Heinze seconded
the motion and it carried.

CITY SUPERINTENDENT UPDATE WITH
MARTY PRESTER-

Decorating for
Christmas

Will work with Arnold Kratky- Wilson Auto &
Farm- for ballfield work

 

CITY CLERK UPDATE
WITH SUSAN KRILEY-

·        
Newly designed website should be online next week.

·        
1988 GMC sold on Purple Wave for $5,200.00

·        
KDOT Public Transportation Operating Grant
request amount was $2,500 for FY2021

 

SEWER
TRANSFERS-

Gary Everett made a motion to increase the quarterly sewer
transfer from Sewer Fund to Sewer Reserve Fund from 37% to 42%. Lorie Taylor
seconded the motion and it carried. This increase is made in conjunction with
the monthly sewer fee increase made in October 2019.

 

CITY
POLICE CHIEF UPDATE WITH JOSH TIPTON-

·        
Presented monthly report.

·        
Participated in the STEP program from Nov 25-
Dec 1st for DUI’s, child restraints, and seat belt enforcement. The
City will receive grant money for equipment by participating. Four traffic stops
were made.

·        
Received a $1,000 donation from Midwest Energy
to the Wilson Police Department.

·        
Will meet with Board of Health the week of
December 9th to get needed information on the six properties approved by
Council to receive notifications that the property owners are in violation.

·        
Presented some backpack Emergency Preparedness
kits (three different sizes) that could be ordered to sell to help fund the
Emergency Preparedness Committee.

·        
Working on scheduling NIMS 100, 200, 700, and 800 courses
as well as Public Information Class and City Disaster
Leadership Class in Wilson in Jan or Feb 2020.

 

CITY CLERK UPDATE
WITH SUSAN KRILEY-

·        
Dane G. Hansen Foundation Grant for the
permanent generator for the water wells and
a body – dash camera for the police department was submitted November
25, 2019.

 

MAYOR
/ CITY COUNCIL-

Chuck Crawford expressed a thank you to
Ellsworth County Road & Bridge Supervisor Dale Houston and Ellsworth County
Commissioner Steve Dlabal for their quick response to the report of the
potholes along Ave E (county road).

 

Gary Everett made a motion to approve Sheldon Frederking as
successfully completing his probation period for the Wilson Fire Department.
Chuck Crawford seconded the motion and it carried.

 

Gary Everett made a motion to approve the credit card purchase
for (2) boxes of stamped window
envelopes and (1) box of stamped regular envelopes. Cindy Heinze seconded the
motion and it carried.

 

UNFINISHED BUSINESS:







COST OF LIVING ADJUSTMENT/ WAGE EVALUATION-

Cindy Heinze made a motion to enter executive session for 10
minutes at 7:26 p.m. for personnel matters related to non-elected personnel. Darcy
Hubka-Vopat seconded the motion and it carried.

 

Cindy Heinze made a motion to return to
open session at Wilson City Hall at 7:36 p.m. Gary Everett seconded the motion
and it carried.

 

Cindy Heinze made a motion to table the
cost of living adjustment/ wage evaluation until the December 16, 2019 Council
meeting. Gary Everett seconded the motion and it carried.

 

NEW BUSINESS:

2019 CHRISTMAS GIFT CERTIFICATES-

Gary Everett made a motion to approve the
following gift certificates- Trey Fink, Steve Ford, Bob Powers, and Jan Shaw -
$25; Janiece Kornmeyer, Cathy Smith, Ted Soukup, Darrell Thrasher, and Jonathan
Lawrence- $50; Don Browning, Susan Kriley, Marty Prester, Josh Tipton, and
Theresa Staudinger- $100 and the City will pay the employee social security and
medicare for the employee gift certificates of $100. Chuck Crawford seconded
the motion.

 

EMPLOYEE HANDBOOK ADDITION-

Gary Everett made a motion to approve the
addition to the Employee Handbook for a Ride Along Program as written. Darcy
Hubka-Vopat seconded the motion and it carried.

 

BURN PILE ATTENDANT -

Chuck Crawford made a motion to amend the
Burn Pile Attendant contract recommending not requiring that the independent
contractor obtain liability insurance. Gary Everett seconded the motion and it
carried.

 

2019 AUDIT -

Gary Everett made a motion to approve the
2019 Audit proposal from Gudenkauf & Malone, Inc. for $6,900. Cindy Heinze
seconded the motion and it carried.
