Tipton – Wilson Police Chief; and Susan Kriley – City Clerk.


CALL TO ORDER-
Mayor Mike Peschka called the Regular Meeting of the Wilson City Council to
order on Tuesday, February 18, 2020 at 7:00 p.m.  

APPROVE AGENDA-
Cindy Heinze made a motion to approve the February 18, 2020 agenda.  Chuck Crawford seconded the motion and it
carried.  

MINUTES-  
Darcy Hubka-Vopat made a motion to approve the February 3, 2020 Regular Meeting minutes.  David Criswell seconded the motion and it
carried.

REPORTS: 
BILLS AND PAYROLL–
Cindy Heinze made a motion to approve the February 18, 2020 bills for $28,005.36 and February 18, 2020
payroll for $8,575.09.  Chuck Crawford seconded the motion and it carried.

7:02 p.m.  Lorie Taylor joined the meeting.

DEPARTMENTS:
CITY CLERK UPDATE WITH SUSAN KRILEY-

·        
City
is in need of more volunteer public transportation drivers.  We have sent information to a few that may be
interested but Council was asked to think about possibilities and get them to
Susan.

·        
Presented
two computer bid options from Wilson Communications to replace a computer in
city hall (latest one purchased in 2014) -- #1 purchase computer for $1,243.12
plus $45 per month for managed services (day to day service as needed) for 36
months – includes monitor, desktop, backup ups, Microsoft office, all set up
and installation   #2 purchase computer and
5 hour setup labor $1,968.11 to replace one of the computers for City
Hall.  Cindy Heinze made a motion to
select option 1.  Chuck Crawford seconded
the motion and it carried 3 – 0 – 1.

Relayed
information to Mayor and Council about the USD 112 School Board Special Meeting
on Thursday Feb 20, 2020 at 6pm in Holyrood for goal setting then another one
following to discuss Futures Committee.

·        
Czech
Festival Committee update – the Committee decided on five possible themes for
the 2020 Czech Festival.  A survey will
be sent to all residence to allow them to vote on one and to nominate a grand
marshal(s). 

POLICE CHIEF UPDATE WITH JOSH TIPTON-

·        
January
2020 was not as active as previous months.

·        
Chuck
Crawford made a motion to approve Josh Tipton to attend the March 4th
Spiritual Fitness and Family Support in Public Safety in Salina (no
registration fee).  Cindy Heinze seconded
the motion and it carried.  Josh reported
that his wife Tiffany will be attending with him.

·        
Emergency
Preparedness Committee met last week. 
David Criswell made a motion to add Jerry Florian, Shawn Shipley, and
Christopher Heki to the committee.  Darcy
Hubka-Vopat seconded the motion and it carried.

·        
Storm
Spotters- Cindy Heinze made a motion to appoint Josh Tipton as the Storm
Spotter chair.  Chuck Crawford seconded
the motion and it carried.  Future
trainings- March 24th 6:30pm in Russell and March 25th
6:30 pm in Ellsworth.

·        
Board
of Health- Chuck Crawford made a motion to approve the Board of Health
violation findings and to proceed with the Board of Health procedures for clean
up at – 809-815 24th, 2211 Ave E, 720 26th, and 2203 Ave
E.   Cindy Heinze seconded the motion and
it carried.

changes to the City basketball program for 2021.

changes and needs for Jellison Park.

 

David Criswell update:

Complimented
the Library for their new sign.

 

Chuck Crawford update:

Met
with Dave Criswell, Don Browning, Mike Fisher, and Mike Peschka regarding dip
repairs around town.  Mike Fisher
repaired / improved three dips in the past.

Council to look at potential cost savings.

Continue
considering one meeting per month versus two meetings per month.

 

CITY CLERK UPDATE WITH SUSAN KRILEY-

Presented
Mayor and Council the past five years of Waterman/Bulk Waterman Sales expenses
and income/gallons.

 

MAYOR / CITY COUNCIL-

Statement Committee:

Tabled until next Council meeting.

 

FIRE DEPT-
Cindy Heinze made a motion to accept the slate of Fire Department officers:  Fire Chief Joe Soukup, First Assistant Fire
Chief Michael Ellis, Second Assistant Brad Schiermeyer, Secretary Tyler Denham,
Treasurer Sheldon Frederking, and Reports Officer Jake Koch.  Chuck Crawford seconded the motion and it carried. 

UNFINISHED BUSINESS:
ABANDONED PROPERTY INFO AND PROPOSED ORDINANCE -

Tabled until the next Council meeting.

STREET ENGINEERING PROPOSAL -
Chuck Crawford presented a revised engineering proposal from Kirkham Michael Engineers.  The new proposal is $4,350 focusing on the
chip and seal schedule.  Chuck Crawford
made a motion to accept the new proposal for $4,350.  David Criswell seconded the motion and it
carried.  Approximate total cost to chip
and seal over the past four year period is $320,000-$350,000. 

DEPARTMENTS:
EXECUTIVE SESSION-
Cindy Heinze made a motion to enter executive session at 8:40 p.m. for personnel matters
related to non-elected personnel with the open meeting to resume at 8:50 p.m.
in Wilson City Hall.  Chuck Crawford seconded the motion and it carried.

Chuck Crawford made a motion to return to open session at 8:50 p.m.   David Criswell seconded the motion and it
carried. 

No action was taken. 

NEW BUSINESS:
KANSAS DEPARTMENT OF COMMERCE HOUSING
REHABILITATION AND DEMOLITION GRANT -
Mike Peschka informed the Council that the City will look at applying in August 2020 for a
Kansas Department of Commerce Housing Rehabilitation and Demolition grant.

RESOLUTION 2-2020 PRIDE SUPPORT -
Cindy Heinze made a motion to approve Resolution 2-2020 in support of PRIDE.  Darcy Hubka-Vopat seconded the motion and it
carried.

CENSUS 2020 -
Ellsworth County Economic Development is developing a Census 2020 video to stress to the public
about the importance of participating and completing the Census.  Wilson will include reminders with the
utility bills. 

MISC -
Mike Peschka reported that the City will work on the Welcome to Wilson sign repairs (located
on west edge of town along old Hwy 40).  

Council requested to order an updated League of Kansas Municipalities Model Personnel
Policies and Guidelines book if a newer version than the 2018 already owned by
the City is available. 

Jeremy Miller, Walk Across America, will be back in Wilson during Memorial weekend to speak at
the American Legion Memorial Day service.
