Police Chief; Theresa Staudinger – City Attorney; and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Mike Peschka called the Regular Meeting of the Wilson City Council to
order on Monday, June 1, 2020 at 7:00 p.m.

 

APPROVE AGENDA-
Darcy Hubka Vopat made a motion to approve the June 1, 2020 agenda.  Chuck Crawford seconded the motion and it
carried.

 

MINUTES-  
Chuck Crawford made a motion to approve the May 18, 2020 Regular Meeting minutes and May 27, 2020
Special Meeting minutes.  Cindy Heinze seconded the motion and it carried.

 

REPORTS: 

BILLS AND PAYROLL–
Cindy Heinze made a motion to approve the June 1, 2020 bills for $12,131.39 and June 1, 2020
payroll for $11,467.75.  Darcy Hubka Vopat
seconded the motion.  The motion carried.   

 

OPEN DISCUSSION:
Resident Kelly Withers voiced a complaint about the house and property at 2211 Ave D.  Mike Peschka informed Kelly that the property
is on the Board of Health list to be addressed later in the meeting.

 

BOARD OF HEALTH -
New properties presented-

2211 Ave D – Cindy Heinze made a motion to approve
the Board of Health violation findings and to proceed with the Board of Health
procedures for clean up at 2211 Ave D with a deadline of June 15, 2020.   Ryan Stoppel seconded the motion and it
carried.

 

2504 Ave E – Cindy Heinze made a motion to approve
the Board of Health violation findings and to proceed with the Board of Health
procedures for clean up at 2504 Ave E with a deadline of June 15, 2020.   Ryan Stoppel seconded the motion.  Cindy Heinze made a motion to amend her motion to include roof repairs and debris inside fence to the violation
findings.  Ryan Stoppel seconded the motion.  The amendment to include items
carried.  The amended motion passed.

 

UNFINISHED BUSINESS:

ABANDONED BUILDING PROPOSED ORDINANCE-
Theresa Staudinger will provide feedback regarding the addition of an exemption section or add to
the definition for buildings to include exemptions for buildings that were
never built to house a commercial business or residence.  Susan Kriley will send an updated copy to
Mayor and Council to provide feedback at the June 15, 2020 Council meeting.

 

KDOC HOUSING REHABILITATION AND DEMOLITION GRANT -
The pre-application meeting, that will determine the target area to use in the
application, was held on Thursday, May 21, 2020.   Pre-applications are to be returned to City
Hall by June 5, 2020.  A target area will be presented for approval at the June 15, 2020 Council meeting.

 

MODERATE-INCOME HOUSING GRANT -
The private investor that requested grant financing assistance is working with Ellsworth
County Economic Development and Wilson Economic Development Corporation.

 

KANSAS DEPT OF COMMERCE ECONOMIC DEVELOPMENT CDBG CV GRANT-
The KDOC Economic Development CDBG-CV Grant was submitted on Wednesday May 27, 2020
after the 7 a.m. Special Council meeting and Public Hearing.

 

NEW BUSINESS:
FIREWORKS ALLOWED TO BE DISCHARGED-
Cindy Heinze made a motion to allow fireworks to be discharged on Saturday July 4, 2020 from
midnight to midnight.  The motion died
due to lack of a second.  Ryan Stoppel made a motion to allow fireworks to be discharged from 5 p.m. on Friday July 3,
2020 through midnight on Saturday July 4, 2020.  Darcy Hubka Vopat seconded the motion and it carried.  Discharge of fireworks is pending a county burn ban.

 

DEPARTMENTS:
CITY SUPERINTENDENT MARTY PRESTER UPDATE -

CRACK SEAL- Circle C Paving will provide the dates of when they will crack seal.

Marty Prester and Chuck Crawford are aware of collapsed culverts around town.   They will be revisited at the next meeting.

Water Tower- Council consensus to repaint water tower purple, base white, letters on
base purple.

Splash Pad will be open this week.

All park restrooms will remain closed.

SEWER LINE IN CITY RIGHT OF WAY- Ryan Stoppel made a motion to approve Sheldon
Frederking (2214 Ave D) to use city right of way (north side of 23rd)
to run the sewer line to his house.  Chuck Crawford seconded the motion and it carried.   Mike Peschka will talk to Sheldon Frederking
and make sure he has spoke with his neighbor Shawn Shipley (right of way is in
front of Shawn Shipley’s house).

 
8:01 p.m. Kelly Withers left the meeting.

 

CITY CLERK SUSAN KRILEY UPDATE-
Rabies Clinic rescheduled to Tuesday June 23, 2020 5:00-6:30 p.m. at Wilson Fire
Station.  New deadline to purchase city dog tags will be July 1, 2020 (extended from May 1st due to COVID
and the rescheduling of the Rabies Clinic).

Still working on updates to provide the Mayor and Council for clean up contamination (semi-annual
testing required by KDHE) and dump site clean up.

Cindy Heinze made a motion to approve the purchase of two boxes of regular self
addressed stamped envelopes (self seal) from USPS and approved the credit card
use for the purchase.  David Criswell seconded the motion and it carried.

City Hall will be closed Thursday June 11th and Friday June 12th.  Phones will be covered by Cathy Smith.

Financial Information for 2021 Budget was presented for information.

Financial reports (Financial Reports, Budget Reports, and Income Received Reports) have
been given to the Council since the previous Council meeting.

 

COUNCIL UPDATE-

Cindy Heinze update:

Complimented Marty Prester and the city crew on the Cemetery presence for Memorial weekend.

 

Darcy Hubka Vopat update:

Spray Park playground set has loose boards that need replaced.

Will meet with Marty Prester and Nate Pasek (Twin Lakes League representative) on
the south ballfield plans.

Midgets (4th – 6th grade 2019-2020 school year) will have
practices and some scrimmage games.  More details to follow.

Inquired on Czech Lion/ Wilson Dragons banners for Ave E, 27th, and
school.  More information to follow later.

Presented a future idea to paint crosswalks 3D.

 

David Criswell update:

“Keep it slow…” signs at Spray Park need replaced or cleaned.

 

Chuck Crawford update:

Curb/gutter on Ave F between 25th and 26th street (east side) needs
evaluated.  It appears to be sinking
because of a crushed conduit.

½” rock west of the Powerplant may be able to be used for 31st street
since that is not the rock that will be used to chip and seal in the future.

 

Ryan Stoppel update:

Ryan Stoppel made a motion to approve Dylan Walker as a volunteer firefighter for
the Wilson Fire Department under a 90 day probation period.  Chuck Crawford seconded the motion.

Working with Fire Chief Joe Soukup on bunker gear replacements- still waiting on
quotes.

 

MAYOR UPDATE-

Working with Mayors of the towns in Ellsworth County, County Attorney, David Criswell, &
Stacie Schmidt, with Ellsworth County Economic Development, on a new aggressive
Neighborhood Revitalization Plan.

Reported
that Darrell Thrasher has retired as Municipal Judge effective May 31, 2020.  There will be a recognition at the
June 15, 2020 Council meeting for him.

Will meet with Marty Prester and Nate Pasek (Twin Lakes League representative) on
the south ballfield plans.

 

EXECUTIVE SESSION-

Cindy Heinze made a motion to enter
executive session for personnel matters of non-elected personnel to discuss the
Municipal Judge position to include the City Attorney Theresa Staudinger and
City Clerk Susan Kriley and to return to open session in Wilson City Hall at 8:59
p.m.  Darcy Hubka Vopat seconded the motion and it carried.

 

Cindy Heinze made a motion to return to open session at 8:59 p.m. Ryan Stoppel seconded the
motion and it carried.

 

Darcy Hubka Vopat made a motion to appoint Jennifer O’Hare as Wilson Municipal Judge
effective June 1, 2020 as a contractual position for $260.00 per month.  Cindy Heinze seconded the motion and it
carried.

 

EXECUTIVE SESSION-

Cindy Heinze made a motion to enter
executive session for personnel matters of non-elected personnel to discuss the
Public Compliance position to include the City Attorney Theresa Staudinger and
to return to open session in Wilson City Hall at 9:09 p.m.  Ryan Stoppel seconded the motion and it
carried.

 

Cindy Heinze made a motion to return to open session at 9:09 p.m. Darcy Hubka Vopat seconded
the motion and it carried.

 

9:09 p.m. Josh Tipton joined the meeting.

 

David Criswell made a motion to hire Jeff Keith as Public Compliance Officer effective June 1,
2020 as a contractual position for $100.00 per month.  Ryan Stoppel seconded the motion and it
carried.

 

BOARD OF HEALTH -

Inoperable vehicles –

3006 Ave F – property owners Scott and Denia Lutz were
not in attendance for update report

Susan Kriley was asked to send them a letter indicating that a resolution will be passed at the
June 15, 2020 Council meeting to have the vehicles removed.

 

Pending properties-

2211 Ave E- Property owner requested a six month extension

David Criswell made a motion to grant an extension until September 1, 2020 (three months).  Ryan Stoppel seconded the motion and it
carried 4-0-1.

 

717 28th – deadline was 4 pm on June 1, 2020
A resolution will be passed at the June 15, 2020 Council meeting to proceed with the removal
of the Board of Health violations.

 

2115 Ave C – deadline was May 20, 2020
Darcy Hubka Vopat made a motion to approve Resolution 4-2020 to replace, remove, or repair
the Board of Health violations at 2115 Ave C.  Cindy Heinze seconded the motion and it
carried.

 

DEPARTMENTS:
POLICE CHIEF JOSHUA TIPTON UPDATE -
Camera system was installed today.  The old system was discarded.
