City Attorney; and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Mike Peschka called the Regular Meeting of the Wilson City Council to
order on Monday, June 15, 2020 at 7:00 p.m.

 

APPROVE AGENDA-

David Criswell made a motion to approve the June 15, 2020 agenda.  Cindy Heinze seconded the motion and it
carried.

 

PRESENTATION FOR RETIRING MUNICIPAL JUDGE
DARRELL THRASHER-

Wilson Municipal Judge Darrell Thrasher was presented with a gavel plaque and
gift as an appreciation for his nearly 29 years of dedication to the City of
Wilson as Municipal Judge.  Judge Thrasher retired effective May 31, 2020.

 

7:06 p.m.  Darrell Thrasher, Jeannie Thrasher, Pat Thrasher, Jennifer Thrasher-Thomas, Kaiden Thomas, and Tyler Thomas left the
meeting.

 

MINUTES-  

Darcy Hubka Vopat made a motion to approve the June 1 2020 Regular Meeting minutes and June
9, 2020 Special Meeting minutes.  Ryan Stoppel seconded the motion and it carried.

 

REPORTS: 

BILLS AND PAYROLL–

Cindy Heinze made a motion to approve the June 15, 2020 bills for $10,276.43. Chuck Crawford seconded
the motion.  The motion carried.   

 

BOARD OF HEALTH -

Vehicles-
3006 Ave F – Chuck Crawford made a motion to pass Resolution 5-2020 to remove three vehicles at 3006 Ave F.  Ryan Stoppel seconded the motion and it carried.

 

Pending properties-
2115 Ave C – Resolution 4-2020 passed at June 1, 2020 Council meeting and published June 11, 2020 and June 18, 2020 in the Ellsworth
County Independent/Reporter.

 

7:18 p.m. Jerry Florian joined the meeting (via phone).

717 28th – Jerry Florian indicated that he is in contact with Western
Sales Company – JR Modlin to removed the trailer from the property and is waiting on an email to confirm.

7:21 p.m.  Jerry Florian left the meeting.

 

Chuck Crawford made a motion to extend the deadline to June 19, 2020 to receive confirmation
from JR Modlin via Jerry Florian.  If no confirmation is received, Resolution 6-2020 is approved to be published.  Cindy Heinze seconded the motion and it carried 3-2.

 

2211 Ave D – A hearing was requested and will be held on Monday, July 6, 2020 at 6:00 p.m.

 

2504 Ave E – A hearing was requested and will be held on Monday, July 6, 2020 at 6:30 p.m.

 

308 26th  –
Property owner submitted letter indicating they will be in Wilson the first
week of July to address the Board of Health violations.  David Criswell made a motion to extend the
deadline to July 6, 2020 and requested the property owner attend the July 6, 2020 Council meeting.  Cindy Heinze
seconded the motion and it carried.

 

7:36 p.m.  Josh Tipton left the meeting.

 

EXECUTIVE SESSION-

Cindy Heinze made a motion to enter
executive session for consultation with attorney for attorney-client privilege
to discuss clean up contracts to include the City Attorney Theresa Staudinger
and to return to open session in Wilson City Hall at 7:41 p.m.  Chuck Crawford seconded the motion and it
carried.

 

Ryan Stoppel made a motion to extend the executive session until 7:46 p.m. Cindy Heinze
seconded the motion and it carried.

 

Cindy Heinze made a motion to return to open session at 7:46 p.m. David Criswell seconded
the motion and it carried.

 

No action was taken.

 

UNFINISHED BUSINESS:

ABANDONED BUILDING PROPOSED ORDINANCE-
Changes were discussed to be included in the proposed ordinance.  A draft will be presented to Mayor and
Council after inserted in the proposed ordinance.

 

KDOC HOUSING REHABILITATION AND DEMOLITIONGRANT -
David Criswell made a motion to set the target area for Ave D and west to the west edge of the
city limits.  Chuck Crawford seconded the motion and it carried.

 

MODERATE-INCOME HOUSING GRANT -
The private investor that requested grant financing assistance is working with Ellsworth
County Economic Development and Wilson Economic Development Corporation.

 

KANSAS DEPT OF COMMERCE ECONOMIC DEVELOPMENT CDBG CV GRANT-
The KDOC Economic Development CDBG-CV Grant was awarded to the City.  Cindy Heinze made a motion to approve the
KDOC contract for $77,000.  David Criswell seconded the motion and it carried.

 

DEPARTMENTS:
CITY CLERK SUSAN KRILEY UPDATE-

Chuck Crawford made a motion to allow the purchase of a belly broom for the street
sweeper from Barco not to exceed $700.  David Criswell seconded the motion and it carried.

2021 Budget draft will be presented for the July 6, 2020 Council meeting.  Special Highway funding (from KDOT – fuel
sales) has been reduced for 2020 by approximately 5% and reduced in 2021 by
approximately 15%.

Czech Festival Committee is working on a scaled back version – schedule for the 2020
Czech Festival.

 

MAYOR UPDATE-

Strata provided a summary to himself and Susan Kriley when they performed the
semi-annual testing on June 15, 2020.  Contaminates found are PCE and TCE and seems to have started from behind
the old power plant.  December 2019 results from the ten testing sites were “non detected”.  The City must have three more “non detected” results to be able to start the close out process.

 

EXECUTIVE SESSION-
CindyHeinze made a motion to enter executive session for personnel matters of non-elected personnel to discuss
City Superintendent position to include the City Attorney Theresa Staudinger
and to return to open session in Wilson City Hall at 8:41 p.m.  Chuck Crawford seconded the motion and it
carried.

 

Cindy Heinze made a motion to return to open session at 8:41 p.m. Ryan Stoppel seconded the
motion and it carried.

 

No action was taken.

 

8:42 p.m. Jeff Keith joined the meeting.

 

Cindy Heinze made a motion to approve the City Superintendent employment ad as
presented.  Chuck Crawford seconded the motion and it carried. 

David Criswell made a motion to allow Mike Peschka to contract with a Class I Water
and Wastewater Certified Operator and to pay up to $400 each per month.  Chuck Crawford seconded the motion and it
carried.

 

COUNCIL UPDATE-

Started youth summer activities

 

Chuck Crawford update:

Ellsworth County Economic Development’s Strategic Planning session will be held in the
future.

Curb and gutter on east side along Ave F from 24th to 26th is set on an
old drainage system and is settling.  He is getting bids from Kyler’s and Dave Weigel for repairs.

Chuck Crawford made a motion to approve an addition to the Employee Handbook for
Evaluations.  Ryan Stoppel seconded the motion and it carried.

 

Ryan Stoppel update:

Working with Fire Chief Joe Soukup – making sure that the Fire Chiefs are covered under
the City’s insurance.

Asked the Mayor and Council to consider an ordinance prohibiting property owners from
blowing grass in the gutters and requiring them to weed eat and remove bind
weed.

 

MAYOR UPDATE-

Announced that the park restrooms will be opened June 16, 2020 with signage on doors.

Introduced the new Public Compliance Officer Jeff Keith.
