vehicle owner; Kristofer Ritchie – resident; Terina Templeton – inoperable
vehicle owner; Alan Rusch – Ellsworth County Independent/Reporter; Jeff Keith –
Public Compliance Officer;  and Susan
Kriley – City Clerk.

 

CALL TO ORDER-

Mayor Michael J. Peschka called the City of Wilson Inoperable Vehicle Hearing to
order on Monday, October 5, 2020 at 6:15 p.m.   

 

INOPERABLE VEHICLE HEARING- 705 24th inoperable
vehicles -

Michael McCarter,
property owner of 705 24th, requested the Hearing before the Governing Body
regarding the inoperable vehicle violation notifications he received.   Michael requested a six month extension.

 

6:23 p.m. Jeff
Keith and Terina Templeton joined the meeting.

 

David
Criswell made a motion to approve a six month extension until April 5, 2021 and
for him to provide a written update to the Public Compliance Officer or City Clerk
at the end of three months.  Chuck
Crawford seconded the motion and the motion carried.

 

The
hearing ended at 6:23 p.m. with a motion from Cindy Heinze, seconded by David
Criswell, motion carried.

Superintendent; and Susan Kriley – City Clerk.

 

CALL TO ORDER-

Mayor Mike Peschka called the Regular Meeting of the Wilson City Council to
order on Monday, October 5, 2020 at 7:00 p.m.

 

APPROVE AGENDA-

Darcy Hubka Vopat made a motion to approve the October 5, 2020 agenda.  David Criswell seconded the motion and it
carried.

 

MINUTES-

David
Criswell made a motion to approve the September 21, 2020 Regular Meeting minutes.  Chuck Crawford seconded the motion and it
carried.

 

OPEN DISCUSSION:


PUBLIC COMMENTS /
QUESTIONS–

Kristofer
Ritchie, resident, inquired about a potential bat concern at the Czech
Apartments he presented at a previous Council meeting.   Dr. David Sells will be looking into the
matter but has not presented an opinion as of the Council meeting.

WILSON CZECH OPERA HOUSE
UPDATE–

Allison Ford,
Wilson Czech Opera House Corporation President, updated the Council on the
Wilson Czech Opera House project.  They
applied for a few grants but were denied.  They held a community meeting in January 2020
and will hold another meeting on October 12, 2020.  The plan is to continue with the open air
theater.  Future plans are to apply for
more grants and do fundraising.

BILLS AND
PAYROLL–

Cindy Heinze made
a motion to approve the October 5, 2020 bills for $19,576.06 and October 1, 2020
payroll for $10,129.97.  Darcy Hubka Vopat
seconded the motion and it carried.

 

BOARD OF HEALTH UPDATES
AND SUMMARY –

Vehicles-

2209 Ave F –

Vehicle has been
removed.

 

Properties-

2211 Ave E –

Extension
previously given until October 31, 2020 to fix the Board of Health
violations.  

 

2211 Ave D –

Extension
previously given until October 10, 2020 to fix the Board of Health
violations.  

 

717 28th-

Board
of Health violations have been fixed. 

 

308 26th-

Property owner
will return in the spring to complete.

 

408 24th-


Chuck
Crawford made a motion to accept the completion of the Board of Health
violations.  David Criswell seconded the
motion and it carried. 

 

2504 Ave E-

Purchase-closing
in progress.

 

2211 Ave D –

Josh
and the Board of Health has attempted to contact the owner with no luck to
review what items still need to be addressed.

 

Vehicles-

Jeff
Keith, Public Compliance Officer, served vehicle violation notices to Hugh Oden
at 507 29th (same two vehicles as sited on his property at 412 28th).  The Mayor requested Josh speak with Hugh Oden
regarding the matter.

 

Jeff
would like the City Attorney and Governing Body review the ordinance and
notice.

 

Properties-

The Board of
Health will start working on more properties.

 

CITY SUPERINTENDENT–

Chuck
Crawford made a motion to accept Joe Soukup as successfully completing his
probation period ending October 2, 2020 and to reimburse him for a % of paid
health insurance.  Ryan Stoppel seconded
the motion and it carried.

 

UNFINISHED
BUSINESS:

ABANDONED BUILDING ORDINANCE NO. 854-

Darcy Hubka
Vopat completed a list of all the properties in Wilson.  Susan Kriley will review it and Mike, Darcy,
and Susan will meet in the future to proceed with the next step.

Susan will email
the Russell City Clerk to get sample forms.

 

HOUSING PROJECT-

Joiner
Construction is reviewing the contract with the City and reviewing property
options.

 

7:41 p.m. Joe

KDOC CDBG CV ECONOMIC DEVELOPMENT GRANT-

Waiting on
payment from the state to disburse.

 

SEWER LAGOON MANDATED IMPROVEMENTS-

There will be a
public hearing and public meeting for the KDHE Loan / Grant on Monday October
19, 2020 7:00 p.m. public hearing and 7:30 p.m. public meeting.

 

NEW BUSINESS:

STORAGE GARAGE FOR KDOT VANS AND CZECH
FESTIVAL SUPPLIES-

The City
currently has a lease agreement for usage with the property owner Wilson
Foundation until Spring 2021.  Repairs
are needed so the Mayor asked the Council to look at the interior of the garage
before the next Council meeting to discuss options.

CITY CLERK UPDATE WITH SUSAN KRILEY-

Presented
the September 2020 Income Received Report and September 30, 2020 Year to Date
Budget Report.

·        
Submitted
the Midwest Energy grant for Holiday banners. 
She is still waiting on a final price on the Czech flags and Dragon
flags.

·        
KDOT
Public Transportation Operating Expense grant for July 1, 2021- June 30, 2022
(FY 2022) has opened and is due November 20, 2020.

·        
City
offices will be closed on Monday October 12, 2020 in observance of Columbus
Day.

 

POLICE CHIEF UPDATE WITH JOSH TIPTON-

·        
Presented
monthly report

·        
Still
working on a location to store the Emergency Preparedness trailer.

·        
New
grant available January 2021 for above ground tornado shelters- 80/20 match.

 

CITY SUPERINTENDENT UPDATE WITH JOE SOUKUP-

·        
Finished
the ditch work at 29th & Ave G and will continue to evaluate the
drainage.

·        
South
ballfield concession stand roof materials have been received.  Work will be done in the next few weeks.

·        
City
crew will spread the red shale on the south ballfield.

·        
Continuing
mowing and weedeating.

·        
Murphy
Tractor picked up the Grader to repair.

·        
City
Plumbing snaked and recorded the gutter between 25th and 26th
along Ave F.  Joe recommended patching
the hole and researching grants to redo the drainage system along that area.

·        
Wilson
Schools Community Work day will be October 14, 2020.  Students will help paint the poles and work
on the mulch at the Spray Park.

 

MAYOR/COUNCIL-

Council-

David Criswell
requested Josh Tipton watch for ATV, GC, MUT, and WUV to make sure all are

licensed.
