CALL TO ORDER-

Mayor Mike Peschka called the Regular Meeting of the Wilson City Council to
order on Monday, November 2, 2020 at 7:00 p.m.

 

APPROVE AGENDA-

Darcy Hubka Vopat made a motion to approve the November 2, 2020 agenda with the
addition of discussion about the Employee’s Health and Dental Insurance.  Cindy Heinze seconded the motion and it
carried.

 

MINUTES-

Darcy
Hubka Vopat made a motion to approve the October 19, 2020 Regular Meeting and KDHE
Sewer Loan/Grant Meeting/Hearing minutes. 
David Criswell seconded the motion and it carried.

REPORTS:

BILLS AND
PAYROLL–

Cindy Heinze made
a motion to approve the November 2, 2020 bills for $18,115.42 and November 2, 2020 payroll
for $9,644.83.  Darcy Hubka Vopat
seconded the motion and it carried.

 

FINANCIAL REPORTS–

The Budget
Report, Financial Report, and Income Received Reports were presented.

BOARD OF HEALTH UPDATES
AND SUMMARY –

Properties-

305 24th –  Deadline is November 19, 2020.

2211 Ave D –  Resolution passed at the October 19, 2020 Council
meeting with publication dates of October 29, 2020 and November 5, 2020. 

 

308 26th-
Property owner will return in the spring to complete.

 

Vehicles-

Ave E – (1) vehicle deadline October 13, 2020- resolution was approved at
October 19, 2020 with deadline of November 2, 2020- Josh will serve resolution

29th – (2) vehicles deadline October 15, 2020 (vehicles were
previously cited on another property owned by the same person)- resolution was
approved at October 19, 2020 with deadline of November 2, 2020- Josh will serve
resolution

Keith reported that he will serve some vehicle violations this week.

UNFINISHED
BUSINESS:

ABANDONED BUILDING ORDINANCE NO. 854-

Darcy Hubka
Vopat completed a list of all the properties in Wilson.  Susan Kriley will review it and Mike, Darcy,
and Susan will meet in the future to proceed with the next step.  City Attorney will follow up with Russell
regarding their abandoned building ordinance before the City proceeds.

 

HOUSING PROJECT-

Joiner
Construction met with Kansas Housing Resource Corporation regarding the housing
project.  They have acquired the property
and their timeline is to start construction by January 2021 and be completed by
June 2021.

 

KDOC CDBG CV ECONOMIC DEVELOPMENT GRANT-

Funds requested
has been received and disbursed to the approved businesses.  The Close Out Hearing is scheduled for
Thursday November 12, 2020 at 10 a.m.

 

SEWER LAGOON IMPROVEMENTS-

The KDHE Loan /
Grant has been submitted.

 

STORAGE GARAGE FOR KDOT VANS AND CZECH
FESTIVAL SUPPLIES--

Mike Peschka has
a meeting scheduled with members of the Wilson Foundation regarding the
building.

 

KDOT FY 2022 PUBLIC TRANSPORTATION
OPERATING EXPENSE GRANT-

A preliminary
draft will be emailed to the Mayor and Council. 
A notice has been published in the paper (as required) for public
comments.

NEW BUSINESS:

HEALTH AND DENTAL
INSURANCE BENEFIT–

2021 Health and
Dental Insurance Blue Cross Blue Shield premium will be $622.97 per person per
month.  Cindy Heinze made a motion to set
the reimbursement rate to employees that have declined the city’s health
insurance because they have a BCBS approved plan coverage elsewhere at 90% of
premium costs or $400 per month whichever is less starting January 1,
2021.  Chuck Crawford seconded the motion
and it carried.

 

EXECUTIVE SESSION-

Cindy Heinze
made a motion to enter executive session for personnel matters of non-elected
personnel to discuss compensation to include Theresa Staudinger City Attorney
and to return to open session at 7:53 p.m. in Wilson City Hall.  Darcy Hubka Vopat seconded the motion and it
carried.

p.m.  David Criswell seconded the motion
and it carried.

DEPARTMENTS:

CITY CLERK UPDATE WITH SUSAN KRILEY-

·        
Banners-  The City was awarded the Midwest Energy grant
for $1,000.  A letter was sent to local
businesses to allow them to donate to the banner purchase.    Twenty holiday banners and bracket kits are
on order.  It was discussed to include
all donors in a Thank You ad in the newspaper and/or a recognition banner or
poster.

pile will be open Saturday’s only (noon-4pm).

Two
new public transportation drivers have taken the online training.  The City is still looking for more volunteer
drivers.

on grants- KDHE, KDOT, and KDOC CV

 

CITY POLICE CHIEF UPDATE WITH JOSH TIPTON-

OF HEALTH- Losing one Board of Health member (Randi Stoppel) and possibly one
more (Tony Brokes).  Josh is working on
replacements to present to Council for approval.

 

CITY SUPERINTENDENT UPDATE WITH JOE SOUKUP-

painting the poles.

seal PRIDE park fort in the spring

 

MAYOR/COUNCIL-

Mayor-

Mike Peschka
reported that the City closed on the purchase of 2504 Ave E.  The City will need to set up a moving date in
the next few weeks.  Mike will work on
planning the Employee’s Appreciation / Christmas Party.   To address the dogs running at large issue,
Mike suggested possibly extending the duties of the Public Compliance
Officer.  He spoke with Jeff regarding
that and is still investigating questions.

 

Council-

Cindy Heinze
stated that the Veterans Park Row of Flags looks great.

Chuck Crawford
reported that Circle C Paving will be here November 9, 2020 to crack seal.

 

Mayor-

Mike reported that
Cunningham Tank Service will be here the second week of November to paint the
exterior of the water tower.

 

Council-

Ryan Stoppel
reported that he will resign as a Councilperson effective December 4,
2020.  He will be moving out of Wilson.
