CALL TO ORDER-
Mayor Mike Peschka called the Regular Meeting of the Wilson City Council to
order on Monday, December 7, 2020 at 7:00 p.m.
Darcy Hubka Vopat made a motion to approve the December 7, 2020 agenda. David Criswell seconded the motion and it

NEWLY APPOINTED COUNCIL:
Darcy Hubka Vopat made a motion to approve the Mayor’s appointment of Dan
Taylor to complete Ryan Stoppel’s unexpired term. David Criswell seconded the motion and it

Kriley administered the oath of office to Councilperson Dan Taylor.
Criswell made a motion to approve the November 16, 2020 Regular Meeting minutes. Darcy Hubka Vopat seconded the motion and it
Hubert, 2211 Ave D, thanked the City – Mike, Josh, and Chuck for meeting him at
his house to review the Board of Health violations. Josh reported that as of December 7, 2020,
all the Board of Health violations have been repaired, replaced, or removed.
Staudinger informed the Council that the City of Luray implemented a Christmas
incentive by offering a $5 credit on resident’s electricity bill if residents
hung Christmas lights. That may be
visited for Wilson in 2021.

Vopat made a motion to approve the December 7, 2020 bills for $20,367.54 and December
2020 payroll for $9,799.19. Dan Taylor
seconded the motion and it carried.
BOARD OF HEALTH UPDATES
AND SUMMARY by Jeff Keith and Josh Tipton –
29th- Josh Tipton has been unable to make contact with the property
owner to serve Resolution 11-2020 that was passed. Susan Kriley will mail the resolution out by

Ave D- Josh Tipton reported that the Board of Health violations have been
repaired, removed, or replaced. Dan
Taylor made a motion to accept the completion of the Board of Health
violations. Darcy Hubka Vopat seconded
the motion and it carried. The property
owner will be billed for resolution publication costs.
305 24th – There
is possibly a potential buyer of the property.
David Criswell made a motion to approve an extension until December 21,
2020 to allow Mike Peschka or Josh Tipton time to make personal contact with
the new owner. Dan Taylor seconded the
motion and it carried.
3016 Ave E- Jeff
Keith reported that he spoke with the property owner. The vehicle has been sold and will be removed
from property by December 31, 2020.

reported that at the December 21, 2020 Council meeting, he will bring names as
possible members to fill the two open positions on the Board of Health. The open positions were posted on the Get
Wilson Facebook page.

ABANDONED BUILDING ORDINANCE NO. 854-
made a motion to enter executive session for attorney client privilege to
discuss abandoned building ordinance to include City Attorney Theresa
Staudinger and will return to open session in the Wilson City Hall at 7:43
p.m. Dan Taylor seconded the motion and
Darcy Hubka Vopat made a motion to return to open session at 7:43 p.m. David Criswell seconded the motion and it
agreed to work with Darcy Hubka Vopat on the spreadsheet she developed to
identify the abandoned buildings.
SEWER LAGOON IMPROVEMENTS--
A recap of the
sewer lagoon improvement project was given.
STORAGE GARAGE FOR KDOT VANS AND CZECH
Mike Peschka met
with members of the Wilson Foundation, building owners, regarding the building.
Mike plans to meet with a few contractors to get bids on repairs.
FRANCHISE ORDINANCE NO. 857–
Dan Taylor made
a motion to approve Ordinance No. 857- Wilson Telephone Company franchise
tax. David Criswell seconded the motion
and it carried 3 – 0 – 1.
2021 CEREAL MALT BEVERAGE APPLICATIONS–
Criswell made a motion to approve the 2021 Cereal Malt Beverage Applications
for Stop 2 Shop, American Legion, and Wilson Foods. Darcy Hubka Vopat seconded the motion and it
COST OF LIVING ADJUSTMENT/ WAGE EVALUATION-
Vopat made a motion to enter executive session for personnel matters related to
non-elected personnel to discuss employee wages, to include City Attorney, and
to return to open session in Wilson City Hall at 8:10 pm. David Criswell seconded the motion and it

2020 CHRISTMAS GIFT
Hubka Vopat made a motion to approve the following gift certificates- Trey Fink, Steve Ford, Jan Shaw, Larry
Soukup, and Darrell Thrasher - $25;
Janiece Kornmeyer, Jonathan Lawrence, Marty Prester, and Cathy Smith - $50; Don
Browning, Susan Kriley, Joe Soukup, Josh
Tipton, and Theresa Staudinger- $100 and
the City will pay the employee social security and Medicare for the employee
gift certificates of $100. David Criswell seconded the motion.
2020 AUDIT -
Dan Taylor made
a motion to approve the 2020 Audit proposal from Gudenkauf & Malone, Inc.
for $7,000. Darcy Hubka Vopat seconded
the motion and it carried.
CITY CLERK UPDATE WITH SUSAN KRILEY-
process of working with KDOT Public Transportation Auditors for the routine
annual financial audit for FY 2020 (July 2019- June 2020).
Unemployment rate will be .8% on first $14,000 of wages per employee.
Communications is in process of setting up new computer.
Criswell made a motion to approve the purchase of Filemaker Pro 19 software for
$540. Darcy Hubka Vopat seconded the
motion and it carried.

CITY POLICE CHIEF UPDATE WITH JOSH TIPTON-

is time to replace the current one.
CITY SUPERINTENDENT UPDATE WITH JOE SOUKUP
VIA MIKE PESCHKA-
tower crew now working on exterior painting.
Vopat was checking on the status of the return of the Ellsworth County
Recycling Trailers. Susan will call
Ellsworth County. Darcy inquired what
will be done with the Czech Signs and Christmas Trees that will not be used
since we received the new banners. No
decision has been made yet. The Chamber
will do a Caroling event on December 20, 2020 at 6 p.m. The Chamber is looking for an “Elf on a
Shelf” figure. As of now, City Youth
Basketball scheduled for January is a go.
The City will follow KSHAA and USD 112 rules. Kevin Washington will attend on January 9,
2021 to assist with the City paying him mileage roundtrip from Salina.
reported that Circle C is approximately half done with crack seal. Costs are $3,500 per pallet with a total of
10 pallets needed to do the full job.
Additional funding is needed to be approved to have enough money to
complete the project. The total cost
will be $35,000 with $18,000 approved at the May 18, 2020 Council meeting. Chuck Crawford made a motion to approve an
additional $17,000 for crack seal. Dan
Taylor seconded the motion and it carried.
Staudinger informed the Mayor and Council that currently the verbal contract
between Peterson and Staudinger and the City of Wilson is $500 per month which
includes two monthly Council meetings and a few weekly meetings with the Mayor,
City Clerk, and Police Chief (others invited to attend depending on subject of
discussion). That current agreement will
end December 31, 2020. Other agreements
they have with other cities is $200 per hour.
Attendance at Council meetings will be left up to the City whether they
would like to continue to have her present.
David Criswell made a motion to discontinue the current agreement and
approve the $200 per hour fee effective January 1, 2021. David Criswell rescinded his motion and the
Council will wait for Theresa Staudinger to present an updated contract at the
December 21, 2020 Council meeting.
reported that $28,572.07of SPARK money has been spent according to previous
conversations. He asked Council members
if they have other ideas on items that will help protect against COVID to
present those ideas to Susan Kriley by December 11, 2020.
updated the Council on the newly acquired property at 2504 Ave E – Dan Erdman,
Mike Peschka, David Criswell, Chuck Crawford, Joe Soukup, Don Browning, Cody
Crawford, and Tristan Soukup helped move stuff out of the building into Dan’s
storage unit. There may be a grant
opportunity for repairs available in spring 2021.
