CALL TO ORDER-
Mayor Michael J. Peschka called the City of Wilson Board of Health Hearing to
order on Monday, March 1, 2021 at 5:45  p.m.    

BOARD OF HEALTH HEARING- 611 29th -
The property owner of 611 29th requested the Board of Health Hearing before the
Governing Body regarding the Board of Health violations notification received.  Kea Zelenka Small, property owner, presented
information on her plan to fix the violations and requested an extension.

5:41 p.m. Josh Tipton joined the meeting

Cindy Heinze made a motion to approve an extension until March 29, 2021 (24 days
figured from the date that the hearing request was made on February 4th
to the date of the hearing March 1st). Dan Taylor seconded the motion and the motion carried.

5:54 p.m. Kea Zelenka Small left the hearing.

The hearing ended at 5:55 p.m. with a motion from Cindy Heinze, seconded by Dan
Taylor, motion carried.

Others present for the Regular Meeting were: Kristofer Ritchie – resident; Alan Rusch –
Ellsworth County Independent/Reporter; Jeff Keith – Public Compliance Officer; Josh
Tipton – Police Chief; Joe Soukup – City Superintendent; and Susan Kriley – City Clerk. 

CALL TO ORDER-
Mayor Mike Peschka called the Regular Meeting of the Wilson City Council to
order on Monday, March 1, 2021 at 6:00 p.m.

APPROVE AGENDA-
Dan Taylor made a motion to approve the March 1, 2021 agenda with an addition.  Darcy Hubka Vopat seconded the motion and it
carried.

MINUTES-
Darcy Hubka Vopat made a motion to approve the February 16, 2021 Regular Meeting minutes
with correction.  Dan Taylor seconded the motion and it carried.

OPEN DISCUSSION:
Kristofer Ritchie, resident, inquired about the buildings purchased by the City of Wilson.  The building at 2504 Ave E was in disrepair
so it was purchased to try to save or salvage it.   

6:07 p.m.  Joe Soukup joined the meeting. 

The garage at 2405 Ave E will be purchased by the city for $1 from Wilson Community
Foundation.  Currently, the city already reimburses for property taxes and insurance and pays the utilities.  It has been used to house KDOT Public Transportation vans and Czech Festival items for a few years.  The City will have repairs to pay for once purchased.   

REPORTS:
BILLS AND PAYROLL–
Cindy Heinze made a motion to approve the March 1, 2021 bills for $51,728.40 and March 1, 2021 payroll
for $9,603.91.  Dan Taylor seconded the motion and it carried.  The
final SPARK payment for the laptops, etc. was included in the bills. 

2020 BUDGET REPORT-
Will be presented after audit is completed. 

INCOME RECEIVED REPORT-
The January and February 2021 Income Received Report was presented for information. 

VEHICLE UPDATES AND SUMMARY –

Pending Vehicles-
616 24th– Josh Tipton is still trying to serve the property owner the passed resolution
(Resolution 1-2021).

611 29th– Vehicles are gone.  Dan Taylor made a
motion to accept the completion of the Inoperable Vehicle violation
notice.  Cindy Heinze seconded the motion and it carried.

607 29th– Hearing with property owner held February 11, 2021 and an extension was given
March 13, 2021.

New Vehicles-

2411 Ave E – Jeff Keith was unable to serve the property owner the Inoperable Vehicle
violation notices.  Notices were sent certified mail with a March 11, 2021 deadline.

603 31st  – Jeff Keith was unable to serve the property owner the Inoperable Vehicle violation notices. 
Notices were sent certified mail with a March 11, 2021 deadline.

608 31st  – Jeff Keith is working on serving the property owner an Inoperable Vehicle violation notice. 

BOARD OF HEALTH UPDATES AND SUMMARY –  

Pending Properties-

305 24th – The City contacted the potential new property owner.  The transaction has not closed yet-
it was held up with the title search.

308 26th – on-going

607 29th – Deadline March 5, 2021.

715 29th– Deadline March 5, 2021.

416 29th – Deadline March 5, 2021.

2104 Ave E – Deadline March 5, 2021.

611 29th – Extension given until March 29, 2021.  

New properties will be presented at the next Regular City Council meeting.  

UNFINISHED BUSINESS:
ABANDONED BUILDING ORDINANCE NO. 854-
A Special Council Meeting was held on Thursday, February 11, 2021 for the Abandoned Building
Ordinance.  It was decided for the Mayor and Council to review the approved ordinance (approved in July 2020) and submit
suggested changes to Susan to compile for the Mayor and Council to review.  Proposed changes were submitted by David
Criswell and will be emailed to the Mayor and Council for review. 

STORAGE GARAGE (2405 Ave E) FOR KDOT VANS AND CZECH FESTIVAL SUPPLIES--
The City Attorney is developing the purchase contract with Wilson Community Foundation
for the purchase of 2405 Ave E for $1 for a May 1, 2021 closing deadline.  The City and Wilson Community Foundation will
split the closing costs.  Due to the long-term ownership before the Wilson Community Foundation purchased it, the City will
not get title insurance. 

6:25 p.m. Kristofer Ritchie left the meeting.

BUILDING ROOFS-
The insurance Statement of Loss was reviewed.  Reliant Roofing submitted a quote for $69,978.99 for repairs for all buildings.   Joe Soukup will inquire about the warranty and power plant coating information and contact GB Roofing for a quote as
well.  Dan Taylor made a motion to approve the Statement of Loss for $51,761.12. 
David Criswell seconded the motion and it carried. 

NEW BUSINESS:
EXECUTIVE SESSION-
Cindy Heinze made a motion to enter executive session for personnel matters to discuss job performance and to
return to open session in Wilson City Hall at 6:52 p.m.  Dan Taylor seconded the motion and it carried.

motion and it carried.

No action taken.

DEPARTMENTS:
CITY CLERK UPDATE WITH SUSAN KRILEY-
·         The burn pile hours will be extended to be open Wednesday’s from 5-7:30 p.m.  effective April 7, 2021.
·        The final SPARK equipment was received today.
·         Still working with Refine Design on the Wilson Dragon and Czech Lion banners.
·         2504 Ave E clean out and repairs - The City did not apply for the Heritage Trust –
Preservation Grant.  Another grant option is the Dane G. Hansen grant.  The City Attorney
instructed the City to take pictures of the interior and exterior before any work or clean out is done.  Discussion took
place of the process of what to do with the items inside. 

CITY POLICE CHIEF UPDATE WITH JOSH TIPTON-
·         Presented the February report.
·        Dan Taylor made a motion to accept the bid from Larry’s Auto Repair for $552.46 for
accelerator repairs.  Cindy Heinze seconded the motion and it carried. 

CITY SUPERINTENDENT UPDATE WITH JOE SOUKUP-
·         Dan Taylor made a motion to accept the bid for an injector pump for Well #5 from Salina
Supply not to exceed $1,295.20.  David Criswell seconded the motion and it carried.
·         Still gathering quotes on upgrades to the telemetry system. Don’s Electric submitted
one in August 2020 and Sargeant Drilling March 1, 2021 for $42,500.
·         Working on getting more information on efficiency testing for the wells.

COUNCIL-
Mayor-
Mayor Peschka has been in contact with Joiner Construction regarding the delay in the Housing
Project. They were originally supposed to start construction in January 2021.  MIH Grant monthly reports have
continued to be submitted.   

Stacie Schmidt, Ellsworth County Economic Development Director, has formed a group made up of
county/city representatives to work on a more aggressive Neighborhood Revitalization Plan.  The current plan expires
December 31, 2021.

Council-
Darcy Hubka Vopat informed the Council that City Youth Basketball is finished.  The City Youth Soccer will start practices
next week for Age 4-9 youth. 

Cindy Heinze reported that Wilson Schools is looking at implementing high school baseball.   

Chuck Crawford informed the Council that he attended the February 24, 2021 Ellsworth County
Economic Development meeting (via Zoom).  

NEXT MEETING AND ANNOUNCEMENTS/REMINDERS -

Next Council meeting-
Monday, March 15, 2021 6:00 p.m. 

Rabies Clinic will be held Saturday, March 20, 2021 from 1-2:30 pm at the Fire Station.

Filing deadline for Mayor or two Council positions is NOON on Tuesday, June 1, 2021. 

Meeting adjourned at 7:37 p.m. with a motion by Cindy Heinze, seconded by Dan Taylor,
and motion carried.
